Tasks

-Manages all aspects of project delivery including planning, design, specification and contract development, tendering, bid analysis, contract administration, progress reviews, and client liaison. Administers contracts and provides engineering support for capital construction, renovation, demolition, and remediation projects on City-owned buildings and assets. -Approves expenditures and transactions within authority limits, ensuring protection of civic assets and funds. Prepares technical and business reports, internal memos, and public communications. Represents the Department at committee, Council, interdepartmental, public, consultant, and contractor meetings. -Provides research, project management, engineering, and advisory services related to the management of facility assets. Responsibilities include studies, planning, design, construction, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, contracts, budgets, and investment strategies. -Analyzes data, processes, programs, and issues to develop solutions and recommendations. Responds to inquiries from staff, the public, other departments, officials, and the media. Leads or advises on project teams and committees such as Occupational Health and Safety, community planning, and business process improvements. -Ensures compliance with the Occupational Health and Safety Act and related City regulations. Performs other related duties as required. -Develops and implements asset management programs for the construction, maintenance, and repair of architectural, structural, mechanical, and electrical building components. Maintains a digital and physical drawing archive for the Department. -Prepares preliminary designs and AutoCAD drawings for facility improvements. Oversees and evaluates the work of engineering and architectural consultants and contractors. Reviews drawings, plans, specifications, and applications for compliance with City standards. Manages project budgets and timelines. -Prepares scopes of work and Requests for Proposals (RFPs) for projects; evaluates engineering and architectural proposals. Inspects City facilities for maintenance or renovation needs and prepares supporting documentation. Uses a capital planning database to forecast maintenance and replacement needs.

What You Bring

-Ability to carry out standard engineering computations, to prepare engineering cost estimates and to compile engineering data and statistics. -Knowledge of administrative/supervision/business management principles and processes. -A University degree in Engineering, such as Civil, Industrial, Mechanical or Environmental Systems, with 1 year work experience in an engineering environment. -Intermediate skill in MS Office (Word, Excel, PowerPoint and Access) and the ability to develop expertise in the use of specialized software (i.e. AutoCAD, Asset Management and Maintenance Management software) for analysis, engineering, planning and management of infrastructure systems. -Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. -Skilled in establishing and maintaining effective working relations and a respectful environment with superiors, peers, subordinates and the general public. -Ability to analyze complex data and issues and interpret specifications/plans/regulations. -Must possess a valid Class Five (5) driver’s license and have a vehicle available for zwork usage. -Knowledge of engineering principles, processes, theories, statistics and technologies related to facilities management and infrastructure. -Ability to manage multiple engineering/operational projects, information systems, programs and budgets/expenditures. -Skilled in expressing ideas effectively both orally and in writing, to diverse audiences. -Proof of education is required. -Skilled in listening with an ability to lead and influence people and cultivate consensus -Knowledge of building systems, standards, policies, materials, operations, safety, construction practices and equipment. -Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate work teams, consultants and contractors. -Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan. -Knowledge of project management principles and processes.
