Tasks
Manage all aspects of Road Opening Licences on ERA projects through the Maproad Licensing system including consultation with relevant licencing authorities, application for licences (Including coordination of preparation of Traffic Management Plans), monitoring of licence validity periods, management of Site Works Days and closing of licences (submission of T5). Apply for utility plans required for ERA works through the ESB DialBeforeYouDig email system and other utility asset owners through their equivalent systems. -Identify excavation locations that require asset owner inspector attendance during excavation operations in line with asset owner requirements – ESB HV Cables, HP Gas Mains -Review Traffic Management Plans received by ERA’s TM contractor to ensure they capture any known comments highlighted by Licencing Authority / Permitting Entity. -Liaise with client’s and stakeholders, providing excellent customer service to meet and exceed the client’s expectations including attending conference calls and on-site meetings when and where required. -Communicate with Operational staff to deliver client specific requirements. -Monitor utility plans to ensure that they are current and in date in line with client / utility owner requirements. -Ensuring compliance to all procedures. -Work closely with Accounts in Forecasting Licencing Authority payment. This includes keeping a log of Licencing Authority fees that are forecast to be paid and ensure this is shared with colleagues in Accounts in a timely manner. -Preparation, submission and updating of Road Opening Licence applications in compliance with the requirements of the Guidelines of Managing Openings in Public Roads and Maproad. -Review Traffic Management Plans received by ERA TM contractor to ensure they have captured any Bus Stop suspensions, Parking Bay suspensions and check if any Traffic Light Switch Outs are required to be submitted to Licensing Authority. -Keep a log of refundable deposits paid to Licencing Authorities and contact Licencing Authorities to redeem monies after the guarantee period has lapsed. -Mentor colleagues and provide in-house training for the team. -Identify upcoming excavation areas on ERA projects from project documentation and programmes and apply for associated utility plans through asset owners’ information systems / procedures. -Ensure any defect / directions received from Licencing Authorities are dealt with in a timely manner and issued to relevant Operations Team to deal with. Update Licencing Authority where required. Report any non-compliance issues where appropriate, by escalation to the Team Leader. -Development of strong team working relationships. -Lead on Specific Projects from a Road Opening Licence perspective including attending client, stakeholder and project progress meetings. -Preparation and submission of other any other stakeholder permit applications that may be required. -Apply for Traffic Light Switch Outs in line with ERA works programmes. -Work with Commercial and BID Team on tenders to ascertain predicted licensing fees.

IT Literate Strong customer service/ Client liaison. Excellent interpersonal and written communication skills Working knowledge gained through experience of working in accordance with the requirements of the Guidelines of Managing Openings in Public Roads (particularly in relation to use of the Maproad Licencing System). Good communication / people facing skills. Ability to manage completing priorities and meeting deadlines. Excellent organisation skills. Due to the nature of our works, there may be a requirement for to cover out of hours works i.e., weekends and on some occasion’s nights. Within reason, you must be willing to cover out of hours works, where necessary. The ability to multi-task / work on several projects at any time Microsoft Excel proficiency -When defect / directions are received from Licencing Authorities in regard to a Road Opening Licence ensure they are checked and challenge where applicable. Escalate to Line Manager where applicable.
