The Role

Overview

Manage adoption of infrastructure assets to authorities, ensuring budgets and compliance.

Tasks

-Produce Monthly Estate Completions reports, budget forecasts and bond forecasting (requirements for and reduction of) for the divisional board of directors. -Liaising with and maintaining positive relationships with Local Authorities, Scottish Water, Surety companies, company Solicitors and Development Factors. -Provide robust challenge to adopting authorities, Scottish Water, Development Factors and Contractors where necessary to ensure adoption / vesting works are reasonable and proportionate. -To agree and specify all works reasonably required to achieve public adoption or vesting of assets or handover to the relevant Development Factor. -Monitor all open space and maintain records of areas being maintained by the company and those handed over to Development Factors. -Coordination of Ecology Surveys and checks prior to works commencing in Ecological sensitive features. -Liaison with Construction staff, Local Authorities or Development Factors to undertake site inspections of the condition of infrastructure prior to and at end of maintenance period. -Monitor & track all adoption and vesting works over numerous developments, whether partially complete, nearing completion or complete. -Monitor all adoption agreements, roads, sewers and water (Road Construction Consent, Sewer Technical Audit, Water Technical Audit), ensuring Reduction and cancellation of all the associated bonds in a timely fashion in line with set targets and recovery of Financial Reimbursements. -Liaise with Company solicitors to arrange the formal legal transfer of land or assets to Local Authorities, Scottish Water, Development Factors or other organisations. -Resolve all issues arising from completed sites ensuring all titles deeds, maintenance bonds and other legal requirements are complied with, and extinguished where necessary to minimise liability to the company. -Monitor and manage expenditure to keep within budget allocation to prevent cash flow disruption. -Ensure familiarity with Barratt Redrow’s Group’s Health, Safety and Environmental policies and comply with employee and company responsibilities, policies, procedures and instructions -Brief & commission topographical surveys, utility surveys, CCTV surveys, Road Safety Audits, ROSPA reports, as built surveys, ensuring compliance with company procurement policies. -Coordination of contractors when required for small works, monitor progress, inspect works and ensure completion of work to agreed Local Authority / Scottish Water standards.

What You Bring

-Excellent communication & negotiation skills. -Ability to work both in a team and independently with limited supervision. -Familiar with relevant legal agreements within the Road Scotland Act, Sewerage (Scotland) Act 1968 and Sewers for Scotland (version relevant to specific Technical Audit). -Analytical and critical thinking. -Ability to prioritise tasks and solve problems to meet changing business needs. -Good observation skills and willingness to learn. -Proficiency in Mathematics. -IT Literate.
