

A public transportation provider delivering integrated transit services to communities.
Leads the new Bus Expansion Program Office (BEPO) within the Engineering division, providing strategic direction, leadership, and advice to ensure outcomes are achieved for implementing the active and funded capital projects including the Bus Rapid Transit (BRT) electrification of the bus fleet and the need for additional transit centers and/or redevelopment and expansion of existing bus depots and related supporting infrastructure. This role will act as the central point of coordination within the Engineering Division and interacts with the rest of the Enterprise to advance bus expansion projects and priorities in a coordinated and cohesive way and to support strategic, enterprise-wide business decisions. Leads the development, tracking, and management of a significant capital and operating budget associated with delivery of the Bus Expansion Program. Ensures TransLink’s objectives are met for Program delivery related to budget, timing, customer experience, safety, and reliability. Represents TransLink at a senior level internally and with key external stakeholders.
Develops and implements robust governance structures for the Bus Expansion Program, ensuring clear roles, responsibilities, and decision-making processes across all program components and stakeholders.
Meets with executives and senior management in TransLink and subsidiaries on the development and execution of strategic initiatives particularly related to the efficient and effective movement of customers using bus services throughout the region.
Provides expert oversight towards on-going initiatives and accomplishes complex projects to support investment, policy and planning decisions with enterprise-wide scope, highest risk, and political sensitivity. Monitors and keeps projects on track in accordance with endorsed plans and to generate results and recommendations within designated time frames.
Provides strategic leadership on how best to navigate key files through the decision-making process with policymakers including the Board and Mayors’ Council.
Chairs working groups, ensuring that Program issues and decisions are appropriately reviewed and vetted prior to being raised to the steering committee(s) for resolution. Provides support to the steering committee in bringing forth recommendations from the Working Group, and ensuring decisions are properly assigned and actioned.
Develops and manages strategies, business plans, short- and long-term goals, and operating budgets and resources for the program involving larger scope, risk, impact and sensitivity, ensuring alignment to corporate priorities and objectives and divisional goals.
Establish and maintain program and project management methods, standards, guidelines, tools, and techniques. Oversees management of Program scope, schedule, budget, risks, and interdependencies between projects within the Bus Expansion Program.
Contributes as a key member of the Transit Expansion departmental management team in identifying and taking action on risks and opportunities associated with the projects and alerting senior leadership to critical issues. Foresees strategic issues and mitigates in advance. Keeps the Director apprised of the status of the initiatives and activities, collaborates with the Director on resolution of critical issues as they emerge.
Develops and implements key performance indicators (KPIs) to track, monitor and measure service offerings to ensure continuous improvement of speed and reliability, transforming bus service, speed and reliability across the region thereby improving customer experience, ridership, and service efficiency. Liaises and recommends to Executives and key stakeholders at municipalities and the province on service levels and continuous improvements on transit.
As a member of departmental leadership team, supports the Vice-President and Director, Transit Expansion in the creation and delivery of the annual divisional Business Plan and departmental Business Plan, and in strategic planning activities. Translates key divisional and departmental strategies into plans and programs for all reporting areas and ensures achievement of divisional and departmental goals.
Represents TransLink to external audiences on issues of high impact, risk, and complexity, including in highly visible public forums.
Provides vision and leadership to the development, implementation, and program management of the new Bus Expansion Program within the Engineering division, including the planning for the implementation of BRT Program, future transit centre redevelopment and new transit centre planning and supporting infrastructure-related work related to electrification and zero emission initiatives.
Develops and manages relationships with external stakeholders including senior government officials and industry peers, managing expectations, discussing complex and sensitive issues, and resolving problems.
Provides leadership and coordination across multiple departments to align existing projects and studies-such as fleet and service plans, transit center redevelopments, and BRT planning-with overarching program objectives, ensuring seamless integration and alignment with policy goals.
Provides a senior level of leadership and facilitates cross departmental engagements to ensure cohesive delivery of transit expansion initiatives towards successful implementation, including but not limited to, CMBC Service Design and Infrastructure Engineering, CMBC Fleet, Marketing, Communications, Enterprise Sustainability, Government and Public Affairs, Capital Asset Group, Business Technology Services, and Strategic Sourcing, and Planning,
Develops reports to monitor and report on regional progress, outcomes, and goals. Conducts presentations to Senior Leadership, Executive, and Decision Makers on a periodic and ad hoc basis.
Provides strategic advice on contract engineering services, developing procurement strategies in collaboration with Procurement and evaluating proposals/bids based on best value. Oversees the management of highly sensitive agreements and contracts.
Builds and develops a high-performing team, establishing the foundational structure, roles, and capabilities needed to support the successful delivery of the new Bus Expansion Program.
Directs multiple agreements and contracts with service providers; providing direction and overseeing contract compliance; resolves any critical risks.
Expert time management and organizational skills to balance and coordinate effort across multiple, concurrent activities
Expert reporting and presentation skills for communication with both internal and external stakeholders.
37.5 hours per week.
University degree in Engineering, Planning or a related discipline, P.Eng. designation or PMP certification, plus ten (10) years of experience including progressive levels of management accountability in an agency specializing in planning or transportation; with senior level experience working with program and projects that require technical skills and political acumen.
Expert analytical thinking and problem-solving skills to resolve critical and high impact issues, and to identify and assess the impacts of multi-program related risks and opportunities in an integrated, multi-disciplinary environment.
Excellent executive presence, business partnering, and interpersonal communication skills.
Expert relationship building with multiple internal and external stakeholders to identify mutually acceptable solutions, and work to achieve consensus between groups; includes negotiation skills as they pertain to contracts, multi-party agreements, and conflict resolution.
Expert financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
Expert leadership skills to provide coaching, development and performance management to multiple programs and projects reporting Managers, Project Managers, and other professionals, and to drive change and promote a culture of responsibility and quality throughout the department.
Rate of Pay
This position offers the flexibility of working both on-site and remotely within B.C.
Work Schedule
The salary for this position ranges from $130,400 - $195,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
