Training Coordination – Scheduling and delivering training for TBTA Operations; tracking attendance; ensuring training sign-offs; supporting training manuals/SOPs.
Deliverables Matrix – A clear tracker for all close-out submittals, approvals, resubmissions, and required documentation.
Serve as primary point of contact for commissioning and close-out between contractors, consultants, TBTA personnel, and project leadership.
Review and approve commissioning documentation, test procedures, and system verifications.
Access / Shutdown Coordination – Coordination of access windows, nighttime/weekend closures, and testing periods with TBTA Operations.
Manuals & Procedures – Review/approval of O&M manuals, SOPs, MOPs, warranty documentation, and ensuring documents match final installed conditions.
Facilitate close-out progress meetings, reporting status, risks, and action items.
Ensure all final documentation meets TBTA formatting and submission standards.
Deficiency & Retesting Management – Tracking deficiencies, coordinating retesting, managing corrective actions, and ensuring closure before acceptance.
Support audits and regulatory inspections as required.
Interface with TBTA operations and maintenance teams to ensure post-construction requirements are fully met.
Schedule management and milestone tracking
Work may be performed during nights or weekends in accordance with TBTA closures and operational schedules.
Ensure full close-out compliance before final acceptance and handover.
Validate that all deficiencies are corrected and verified before turnover.
Maintain accurate records, logs, and database entries relating to commissioning and close-out.
Develop, implement, and manage the project’s Commissioning Plan and testing procedures.
Lead all close-out processes, ensuring timely submission and approval of:
Turnover Readiness – Readiness checklists, pre-turnover walkthroughs, activation planning, and ensuring O&M is fully prepared to receive the asset
Ensure all commissioning activities follow project safety protocols, environmental requirements, and TBTA regulations.
Coordinate testing schedules with contractors, TBTA operations, quality assurance teams, and stakeholders.
Oversee field testing activities for structural, drainage, lighting, electrical, and safety-related systems associated with the retaining wall work.
Verify that all commissioning activities comply with MTA–TBTA standards, contract specifications, and applicable codes.
Maintain and track close-out logs, deficiency lists, punch lists, and corrective action items.

Strong understanding of QA/QC, testing procedures, and compliance documentation.
Minimum 5–10 years of experience in commissioning, project close-out, or construction management.
