Tasks

-Summary: responsible for managing all procurement activities related to subcontract packages and strategic supplies, ensuring alignment with the project’s established budgets. This position reports directly to the Procurement Manager and operates under their supervision and direction. -Research and identify potential subcontractors and suppliers for the project, initiating prequalification and tender invitations. -Prepare and issue Requests for Quotations (RFQs) through the Tender Tool and ensure timely receipt of offers. -Maintain broad knowledge of construction methods and subcontractors in North Dakota and surrounding states. -Follow up on the qualification and evaluation process of selected subcontractors and suppliers. -Participate in kick-off meetings with project teams and subcontractors/suppliers. -Prepare and submit award recommendations for management approval. -Coordinate clarification meetings between project teams (Construction/Technical) and subcontractors to support offer evaluations. -Negotiate with subcontractors and suppliers, with the support of the Procurement Manager, to meet schedule and budget requirements. -Prepare and present technical and commercial comparison sheets to management. -Collaborate with Commercial, Technical, and Construction departments in preparing subcontracts, defining scopes of work, etc. -Participate in value engineering and cost-saving initiatives. -Review Requests for Information (RFIs) and ensure responses include relevant technical specifications, drawings, and BOQs for compliance. -Build and maintain positive relationships across project departments to ensure optimal project outcomes.

What You Bring

-Ability to work under pressure and meet strict deadlines. -Experience in P3/Design-Build environments is an asset but not essential. -Excellent logistical planning, record-keeping, and time management abilities. -A Minimum of 5 years of experience as a Procurement Engineer in highway, roadway, heavy civil construction or similar with a medium-to-large general contractor or consultancy (preference for contractor experience). -Strong interpersonal and people management skills. -Effective teamwork and organizational capabilities. -Strong understanding of contractual and commercial agreements. -Bachelor Degree in Civil Engineering, Quantity Surveying or similar. -Procurement certification (e.g., CPSM or equivalent) preferred. -Proven negotiation and communication skills.
