About the Role
The Vice President of Business Development for Defense Engineering Solutions (DES) will serve as a strategic, mission‑driven leader responsible for shaping and executing Parsons’ growth strategy across defense engineering, modernization, and mission enablement markets. This role holds ownership for sales performance, pipeline health, capture excellence, and conversion outcomes, aligning with the broader Defense & Intelligence strategy. Key responsibilities include developing and implementing a DES strategic growth plan, translating vision into measurable pipeline creation and conversion targets, and driving short‑ and long‑term marketing strategies that expand market position and customer trust. The VP will own sales and book‑to‑bill performance, maintain a rigorous forecasting and analytics rhythm, and build a high‑quality pipeline of tactical and strategic opportunities. Leadership of the DES business development and capture team is essential, ensuring appropriate structure, capacity, and capability to meet growth goals, while fostering a high‑performance culture with clear accountability and coaching. The position reports to the SVP of Business Development, Defense & Intelligence and partners closely with the SVP of DES, functional leaders, and external DoD customers and mission partners. • Develop and execute DES strategic growth plan aligned with Defense & Intelligence roadmap. • Create, qualify, and convert a high‑quality pipeline of tactical and strategic opportunities. • Lead and mentor the business development and capture management team, ensuring staffing and capability alignment. • Utilize market intelligence and customer insights to prioritize IR&D, technology differentiation, and partner ecosystem development. • Establish rigorous forecasting, pipeline analytics, and operating rhythms tied to quarterly and annual targets. • Drive capture excellence by shaping, positioning, and winning large‑scale government contracts. • Maintain active Top Secret clearance and technical fluency in NGC2, JADC2, C5ISR, and related mission areas.

What You Bring
Candidates must bring 20+ years of business development, capture, strategy, pricing, or P&L leadership experience within federal defense and intelligence markets, including management of $500 million‑plus portfolios in $2 billion+ enterprises. An active Top Secret clearance, technical fluency in next‑generation command and control, C5ISR modernization, and a proven track record of leading large‑scale government captures are required, along with high emotional intelligence and the ability to mentor high‑performance teams. • Own DES sales and book‑to‑bill performance, targeting a ratio >1.0× and quarterly metrics. • Demonstrate 20+ years of experience with $500M+ portfolio responsibility in $2B+ enterprises. • Exhibit high emotional intelligence and strong interpersonal skills to build trust across diverse stakeholders.
