About the Role

The Cost Manager role is responsible for overseeing cost management services on construction projects, ensuring cost control, quality objectives, and client expectations are met. The position requires fostering a collaborative, high‑performing project environment and delivering effective cost management throughout the project lifecycle. • Provide pre‑contract and post‑contract cost management services, including estimating, rate analysis, and cost planning. • Develop and present final cost plans to clients. • Manage tendering and procurement processes: pre‑qualification, tender list, preliminaries, analysis, reporting, and contractual documentation. • Address post‑contract cost variances and support change control, escalating major changes as needed. • Produce monthly post‑contract cost reports and present findings to clients. • Contribute to value engineering exercises and interface with clients and consultants throughout project stages. • Identify and propose improvements to cost management procedures, templates, and products. • Capture project learnings into Turner & Townsend’s internal knowledge database. • Mentor and support Assistant Cost Managers as part of the cost management team.

What You Bring

• Hold a Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field (Master’s a plus). • Possess 6‑8 years of cost management or construction project experience. • Demonstrate strong quantity surveying knowledge, proficiency in Cost‑X or equivalent software, and bilingual proficiency (local language native, English business level). • Achieve ≥ 85% client and stakeholder satisfaction and 100% compliance with governance and regulatory standards.
