About the Role
Parsons is anticipating a Contract Manager role in Dublin, Ireland, responsible for managing the contract requirements of the Program Delivery Partner Support Services Contract. The role ensures all terms and conditions are adhered to and service obligations are fulfilled in line with TII’s requirements, handling daily contract issues to maintain seamless delivery. The Contract Manager will oversee all pre‑ and post‑contract activities, collaborate with Procurement and Legal to engage contractors, and administer contracts from award through completion, including subcontractor review. Responsibilities include monitoring contractor performance against KPIs, managing disputes, ensuring compliance with NEC standards, and leading contractual negotiations. The manager will also certify payments, assess costs, audit accounts, calculate delay damages, and develop contract management strategies and KPI schedules. The manager will build and lead a team of Contract Administrators, fostering strong collaboration across the project team. They will review compensation events, quotations, early warnings, and payment applications, and provide assurance on RFI/RFT documentation throughout tendering and evaluation. • Manage pre‑ and post‑contract activities ensuring compliance with contracts and work orders. • Collaborate with Procurement and Legal to engage contractors per client procedures. • Administer contracts from award through completion, including subcontractor review. • Monitor contractor performance against KPIs and handle dispute resolution. • Ensure adherence to NEC contract standards and report non‑compliance. • Lead contractual negotiations and advise project managers and program director. • Certify payments, assess costs, audit accounts, and calculate delay damages. • Develop and approve contract management strategies and KPI schedules. • Build and lead a team of Contract Administrators and foster cross‑team collaboration. • Review compensation events, quotations, early warnings, and payment applications. • Provide assurance on RFI/RFT documentation and oversee tendering to appointment. • Hands‑on NEC contract administration and strategy implementation.

What You Bring
Candidates should have 10+ years of experience, including 5+ years specializing in contract management and NEC contracts, and hold at least a Level 8 degree in a relevant field, with a Level 9 Masters being advantageous. Proven experience on high‑value metro rail or similarly complex projects, strong knowledge of performance monitoring, claims management, KPI development, and hands‑on NEC administration is required. Additional desirable qualifications include NEC accreditation and chartered status with professional bodies such as SCSI/RICS, IEI, or ICE. The position is contingent upon project award and funding, with commencement planned for Spring 2026. • Require 10+ years experience, with 5+ years in contract management and NEC contracts. • Hold at least a Level 8 degree; Level 9 Masters advantageous. • Experience on high‑value metro rail or similarly complex projects. • Strong knowledge of performance monitoring, claims management, and KPI development. • Proven stakeholder influence, process improvement, and reporting abilities. • Team management and clear direction at all levels. • Strong analytical, negotiation, presentation, and IT skills; familiarity with CEMAR and Unifier. • NEC accreditation and chartered status (SCSI/RICS, IEI, ICE) desirable.
