About the Role

The role supports a contract with the U.S. Department of State’s Office of Buildings Operations (OBO) in Lisbon, providing overseas career opportunities for qualified construction managers. Key responsibilities include reviewing and implementing drawings and specifications, developing quality‑control and safety plans, ensuring compliance with UFGS 01 45 00.00 and EM 385‑1‑1, and adjusting project plans for unforeseen events. The manager will track deficiencies, produce punch lists, lead QC and safety meetings, generate daily progress reports, and hold weekly teleconferences with the Project Manager. Additionally, the role requires developing permits and outage plans, overseeing onsite and offsite work for regulatory compliance, and coordinating workers and subcontractors. • Review and implement drawings and specifications. • Develop and implement QC plans, safety plans, and schedules. • Apply UFGS 01 45 00.00 (Quality Control) and EM 385-1-1 standards. • Contribute to finalizing project plan and adjust for unforeseen events. • Track construction deficiencies, create final punch list, and oversee its completion. • Lead preparatory, initial, and final meetings to set QC standards. • Conduct weekly safety briefings and enforce AHAs in the safety plan. • Produce daily progress reports and hold weekly teleconferences with Project Manager on quality, safety, and schedule. • Develop dig permits, outage plans, and coordinate scheduling with end users. • Oversee onsite and offsite work for compliance with building and safety regulations. • Coordinate and direct construction workers and subcontractors. • Obtain an Interim or Final TS security clearance before deployment.

What You Bring

Candidates must hold a Construction Management degree from an accredited university, have at least seven years of commercial construction experience, and be able to obtain an Interim or Final TS security clearance before deployment. Degrees in Mechanical, Electrical, Architecture, or Fire/electrical engineering are considered advantageous.
