About the Role
The Resident Engineer will organize and staff field engineering activities, provide technical guidance, estimate budgets and staffing needs, and maintain construction quality control and safety standards. They will collaborate with construction management, design engineers, client representatives and contractors, manage project documentation, monitor contractor performance, evaluate personnel and advise senior management on engineering procedures, construction methods and financial matters. • Plan, schedule, supervise and manage all field engineering activities. • Provide technical guidance on scope, schedules, procedures and resolve construction issues. • Estimate budgets and determine staffing requirements for project scope. • Establish and maintain construction quality control and enforce site safety standards. • Collaborate with construction management, design engineers, client representatives and contractors. • Maintain project control documentation, drawings, change orders and back‑charge records. • Monitor contractor performance against schedule and specifications. • Conduct performance evaluations for assigned personnel. • Advise senior management on field engineering procedures, construction methods and financial matters. • Make decisions on long‑range planning, budgeting, scheduling and work priorities.

What You Bring
Parsons is seeking a talented Resident Engineer (Infrastructure, Landscape & Irrigation) for its Dubai office. The role involves planning, scheduling, supervising and exercising administrative authority over all field engineering work, ensuring projects are delivered on time and within budget. Candidates must hold a Civil Engineering degree from a recognized university and possess at least 15 years of experience supervising large infrastructure and utility projects such as storm‑water, pump stations, irrigation, drainage and sewerage. Recent, substantial experience on Dubai infrastructure projects, knowledge of NOC procedures, commissioning and government authority specifications, excellent English communication skills and proven senior‑level leadership are required. A minimum of five years of hands‑on experience as a Resident Engineer, comprehensive knowledge of construction processes and industry practices, and a strong commitment to quality and safety are also desired.
