About the Role

Reporting to a Project Manager, the Senior ROW Agent performs a full spectrum of ROW functions, including negotiating acquisitions with businesses and non‑monetary benefits, preparing administrative settlements, and delivering relocation advisory services. Responsibilities also encompass developing relocation plans, processing housing payments and claim packages, conducting project cost estimates, supporting property management activities, and preparing ROW delivery schedules. The role requires close collaboration with planning, design, surveying, environmental, and project management teams to resolve ROW impacts. • Negotiate property acquisitions, including non‑monetary benefits and settlement approvals. • Provide relocation advisory services, develop relocation plans, and process housing payments and claim packages. • Conduct project analysis, develop ROW cost estimates, and support property management activities such as leasing, licensing, and disposals. • Interpret, communicate, and implement ROW policies and procedures; prepare delivery schedules and provide technical assistance to clients. • Collaborate with planning, design, surveying, environmental, and project management teams to resolve ROW impacts. • Supervise, mentor, and perform quality reviews for junior staff and support personnel. • Apply federal and state regulations, including the Uniform Relocation Act, 49 CFR Part 24, and 23 CFR Part 710, to acquisition and relocation processes.

What You Bring

We are seeking a highly skilled Senior Right‑of‑Way (ROW) Agent to join our Denver, CO team. The role provides advanced expertise in property acquisition, complex negotiations, relocation assistance, valuation services, asbestos‑abatement planning, and project analysis. Acting as a key resource to clients, technical teams, and project stakeholders, the Senior ROW Agent works independently, guides junior staff, and represents the organization in high‑level negotiations and technical discussions. The position demands strong analytical abilities, interpretation of state and federal regulations, and independent judgment when developing estimates, recommending settlements, and resolving complex acquisition or relocation issues. Leadership duties include supervising and reviewing the work of junior professionals, technicians, and support personnel. Regular interaction with clients, consultants, attorneys, property owners, and government agency representatives is expected. Candidates must hold a bachelor’s degree in Real Estate, Business Administration, or a related field combined with at least seven years of relevant experience, or alternatively 17 years of experience in lieu of a degree. Professional designations such as RWP, RW/NAC, RW/URAC, or SR/WA are strongly preferred.
