About the Role

In this role, the Commercial Manager will oversee contract administration and performance throughout the design phase and into contract closeout, ensuring compliance and effective communication. Regular attendance at the Integrated Project Office in Baltimore is required, with flexibility for travel and remote work. By leveraging commercial and contractual expertise, the manager will align multidisciplinary design objectives with business goals to achieve successful project outcomes. • Administer contracts to ensure compliance and performance. • Manage contract modifications, change orders, and claim resolutions. • Serve as primary liaison for commercial and contractual issues during design. • Monitor financial performance, identify risks, and recommend corrective actions. • Support dispute resolution and Dispute Review Board (DRB) processes. • Review invoices and deliverables for contract compliance. • Coordinate contract actions with Procurement and Contracting Officer's Technical Representative (COTR). • Maintain records for audits, grants management, and contract closeout. • Track and manage Errors & Omissions (E&O) activities affecting construction packages. • Prepare weekly performance updates for leadership. • Develop and maintain project risk registers. • Negotiate contract change orders and variations. • Address design issues that impact construction packages. • Analyze problems, forecast risks, and implement effective solutions.

What You Bring

Successful candidates will hold a bachelor’s degree in engineering, construction management, or a related field, with at least eight years of experience in design management and contract administration. They must demonstrate a strong grasp of commercial processes on large‑scale infrastructure projects, the ability to resolve disputes, and excellent communication and stakeholder‑management skills. Preferred qualifications include a Professional Engineer license, rail industry experience, and familiarity with alternate delivery methods such as CMAR, design‑build, or P3. • Hold a bachelor's degree in engineering, construction management, or related field. • Possess at least 8 years of design management and contract administration experience. • Demonstrate proficiency in commercial and contractual processes for large infrastructure projects. • Exhibit strong communication, negotiation, and stakeholder management skills. • Experience with invoice review, audit support, and grants management. • Professional Engineer (PE) license preferred. • Legal or advanced commercial experience valued. • 15 years of relevant experience preferred. • Rail industry background advantageous. • Familiarity with CMAR, design‑build, or P3 delivery methods. • Knowledge of federal procurement regulations and processes. • Results‑focused, self‑directed, and capable of managing multiple project teams.
