About the Role

The role involves leading and managing hydrologic and hydraulic design for various transportation projects, preparing and sealing detailed drainage design packages, ensuring compliance with the VDOT Drainage Manual, Road & Bridge Standards, Virginia Stormwater Management Regulations, AASHTO Green Book, and FEMA NFIP requirements, and providing technical leadership, mentoring, and quality assurance for junior engineers. Collaboration is required with VDOT district staff, local governments, environmental agencies, and multidisciplinary design teams throughout project development, from scoping to final design and construction, including participation in public meetings, stakeholder sessions, and technical presentations, as well as supporting proposal development with technical scopes, estimates, and schedules. • Lead hydrologic and hydraulic design for roadway, bridge, culvert, and interchange projects. • Prepare, review, and seal detailed drainage design packages, including storm sewers, ditches, channels, BMPs, and erosion control plans. • Ensure designs meet VDOT Drainage Manual, Road & Bridge Standards, Virginia stormwater regulations, AASHTO Green Book, and FEMA NFIP requirements. • Provide technical guidance, mentorship, and quality assurance to junior and mid‑level engineers. • Coordinate with VDOT districts, local governments, environmental agencies, and multidisciplinary teams from scoping to construction. • Present technical information at public meetings and stakeholder sessions. • Support proposal development with scopes, effort estimates, and project schedules for H&H tasks.

Rinker Design Associates, LLC (RDA) is seeking a highly experienced Professional Engineer (P.E.) to serve as the technical lead for hydrology and hydraulics (H&H) design and review efforts on transportation infrastructure projects throughout the Commonwealth of Virginia. The ideal candidate will demonstrate advanced technical proficiency in roadway and bridge drainage design, stormwater management, floodplain analysis, and hydraulic modeling, and must deliver projects in accordance with VDOT, Virginia DEQ, FEMA, and AASHTO requirements while coordinating with state and local agencies. Candidates must hold an active Virginia Professional Engineer (P.E.) license and have 8–10 years of progressive experience in hydrology and hydraulics design for transportation or civil infrastructure, with proven experience on VDOT roadway and bridge projects, proficiency in HEC‑RAS, HEC‑HMS, SWMM/InfoSWMM, MicroStation/OpenRoads Designer, GIS, strong communication skills, and the ability to lead teams and manage multiple deadlines. • Hold an active Virginia P.E. license and 8‑10 years of H&H design experience for transportation infrastructure. • Demonstrated proficiency with HEC‑RAS (1D & 2D), HEC‑HMS, SWMM/InfoSWMM, MicroStation/OpenRoads Designer, and GIS (ArcGIS). • Strong written and verbal communication skills and ability to manage multiple deadlines while maintaining technical accuracy.
