About the Role

The Project Engineer will serve as Site Engineer and technical lead for the construction site(s), supporting the assigned Project Construction Manager and acting as site lead in the manager’s absence. Responsibilities include producing written reports, presentations, and progress data for the site, and serving as the primary technical and engineering authority to resolve field engineering issues. The Engineer will collaborate with construction contractors, the engineer of record, client stakeholders, Parsons engineering staff, and reach‑back SMEs to investigate and recommend solutions to technical challenges encountered during construction. The role also involves reviewing and commenting on construction techniques, quality‑control plans, and contractor submittals such as safety plans, schedules, network diagrams, and environmental protection plans. The Engineer will coordinate responses to contractor Requests for Information, attend pre‑construction, quality‑control, and progress meetings, and work closely with the Site Team—including the Project Manager, Office Engineer, and QA Representatives—to achieve project success. What You Bring

Parsons is seeking passionate, skilled, and experienced Project Engineers to join a major program and construction management team that supports a large government customer on a significant infrastructure project central to the United States' border security programs. The role will provide Owner Agent Construction Management Services, including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety. Engineers will work from project offices or trailers located on construction sites in Laredo, Carrizo Springs, Eagle Pass, and Brownsville, Texas, which may be remote locations. Candidates must hold a Bachelor’s degree in Engineering, Architecture, or a related field and possess at least ten years of relevant construction‑management experience. Applicants must be U.S. citizens able to pass required federal background checks, have a valid driver’s license, and demonstrate clear written and verbal communication skills. Experience with large horizontal and supporting infrastructure projects and with web‑based project‑management information systems (such as USACE RMS, NAVFAC eCMS, Procore, or Kahua) is required. Familiarity with design reviews, scope‑of‑work development, technical specifications, and recommendations is also essential. Desired qualifications include registration as a Professional Engineer (PE) or Registered Architect (RA) and certification as a Project Management Professional (PMP) or Construction Cost Manager (CCM). Prior experience with large federal agencies (DoD or others) and work on remote‑location construction projects are advantageous. Completion of a Construction Quality Management (CQM) course and a 30‑hour OSHA Safety Training within the past five years are also preferred. • Hold a Bachelor's degree in Engineering, Architecture, or related field and at least 10 years of construction‑management experience. • Be a U.S. citizen with a valid driver’s license and able to pass federal background checks. • Demonstrate clear written and verbal communication skills and experience with web‑based project‑management systems. • Preferred: PE/RA registration and PMP or CCM certification. • Preferred: Experience with large federal agencies and remote‑location projects. • Preferred: Recent Completion of a Construction Quality Management course and OSHA 30‑hour safety training.
