About the Role

The Cost Manager role is responsible for managing core cost management functions on construction projects, ensuring cost control, quality objectives and client expectations are met while fostering a collaborative, high‑performing project environment. Key duties include providing pre‑contract and post‑contract cost management services, estimating, rate analysis and developing final cost plans, and overseeing tendering and procurement activities from pre‑qualification through to contract documentation. The role also involves managing post‑contract cost variances, supporting change control processes, producing monthly cost reports, delivering presentations to clients, and contributing to value engineering exercises. Additional responsibilities cover interfacing with clients and consultants throughout all project stages, identifying improvements to cost‑management procedures, capturing project learnings in the internal knowledge database, and mentoring Assistant Cost Managers. • Provide pre‑contract and post‑contract cost management services • Estimate, conduct rate analysis, and develop final cost plans for clients • Manage tendering and procurement processes, including pre‑qualification, tender list creation, preliminaries, tender analysis, and contract document compilation • Handle post‑contract cost variances and support change control processes, escalating major changes as needed • Produce monthly post‑contract cost reports and present them to clients • Contribute to value engineering exercises where applicable • Interface with clients and consultants throughout all project stages • Identify and propose improvements to cost management procedures, templates, and products • Capture and input project learnings into Turner & Townsend’s internal knowledge database • Mentor and collaborate with Assistant Cost Managers as an effective team member • Ensure compliance with internal governance and external regulatory standards

What You Bring

Candidates must hold a bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or a related discipline (master’s degree desirable), have 6‑8 years of relevant experience, be proficient in Cost‑X or equivalent software, and possess native‑level proficiency in the local language and business‑level English. Performance will be measured against KPIs such as achieving at least an 85 % client and stakeholder satisfaction score in post‑project reviews and maintaining 100 % compliance with internal governance and external regulatory standards. • Achieve ≥85 % client and stakeholder satisfaction in post‑project reviews • Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or related field (Master’s a plus) • 6‑8 years of cost management or construction project experience • Proficiency in Cost‑X or equivalent cost estimation software • Native‑level proficiency in the local language and business‑level English with strong communication skills
