About the Role
• Estimate and negotiate change orders throughout construction. • Produce and present final cost plans. • Review cost estimates with design team and contractor. • Reconcile changes and verify contractor data. • Gather status information and update cost estimates. • Prepare written comments and executive summaries on contractor submissions. • Coordinate cost information from suppliers, subcontractors, and consultants. • Drive engineering priorities based on cost impact. • Resolve scheduling issues proactively with minimal supervision. • Manage cost checks and valuations on large projects. • Participate in post‑contract cost variance and change control processes. • Track cost impact, contingency, and commitment logs. • Prepare funding presentations and lead value‑engineering sessions. • Develop cost plans and updates at design milestones. • Provide commercial input for design optioneering and value engineering. • Review and negotiate contractor/sub‑contractor pricing for fair contracts. • Perform quantity surveying, cost control, and change management throughout the project. • Ensure effective post‑contract variance and change control management. • Maintain robust cost auditing, valuation, and validation processes. • Produce monthly cost reports for client presentation. • Negotiate and agree final accounts promptly. • Compile built cost estimate records for benchmarking. • Identify, coach, and mentor talent. • Lead service delivery excellence aligned with appointment conditions. • Track margin levels and forecast fees/resources using internal software. • Implement internal business management systems and delivery methodologies. • Model a one‑business culture balancing people, clients, stakeholders, and society. • Adhere to SOX control responsibilities where applicable. • Maintain on‑site presence as required by client needs.

What You Bring
Turner & Townsend seeks an experienced Senior Cost Manager or Quantity Surveyor to serve as the primary client interface and deliver value‑added cost‑management services. The role requires strong communication, client‑facing skills, self‑motivation and the ability to work both independently and within a team. The incumbent will provide leadership, embed the company’s purpose, values and vision, and drive successful project outcomes. A bachelor’s degree in construction management, cost management, quantity surveying, engineering or a related field is required, together with 5‑7 years of relevant cost‑management experience in the construction industry. RICS accreditation (or working towards it) and experience leading cost management on medium to large, high‑complexity projects are preferred, as is background in construction consultancy. Excellent communication skills and solid knowledge of procurement routes, value management and value engineering are essential.
