About the Role

You will lead all ATCT tower construction activities, from foundations and superstructure to architectural finishes, MEP, ELV, and specialist aviation systems. Project delivery must meet approved time, cost, quality, and safety parameters. You will coordinate subcontractors, suppliers, system vendors, and consultants to ensure seamless execution, while monitoring progress, productivity, and sequencing. Risks will be identified early and corrective actions implemented promptly. Interface coordination with adjacent airside, terminal, and operational airport facilities will be managed to maintain alignment with overall airport operations. Strict adherence to project specifications, ICAO/CAA requirements, and international aviation standards is mandatory. Working closely with the HSE team, you will enforce safety policies for work at height, tower crane operations, and airside safety. Regular inspections, audits, and quality reviews will guarantee compliance and readiness for authority approvals. Detailed construction schedules, method statements, and resource plans specific to ATCT tower works will be developed and maintained. Close collaboration with design, systems integration, procurement, and commercial teams will align construction with project milestones and commissioning requirements. Interfaces with navigation, communication, and surveillance (CNS) system installations will be overseen. Daily, weekly, and monthly progress meetings will be chaired, and accurate reports produced for senior management and the client. You will lead, mentor, and manage construction managers, supervisors, engineers, and site staff, serving as the primary on‑site point of contact for all ATCT tower matters. Liaising with client representatives, aviation authorities, consultants, and airport stakeholders will ensure alignment and approvals. A culture of accountability, safety, and quality excellence will be promoted across the project team. Parsons is seeking a highly experienced Construction Manager – ATCT to lead the execution and delivery of construction activities for an Air Traffic Control Tower as part of a major airport development project. The role involves managing complex vertical and systems‑intensive works, coordinating multidisciplinary teams, and ensuring strict compliance with aviation authority, safety, quality, and schedule requirements. The ideal candidate holds a Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline and has at least 20 years of experience delivering large‑scale infrastructure or airport projects. Proven expertise in constructing ATCT towers, terminal buildings, or other critical aviation facilities is highly preferred. In‑depth knowledge of construction methodologies, vertical structures, complex MEP/system coordination, and ICAO, CAA, FAA (or equivalent) standards is required. Strong leadership, decision‑making, problem‑solving, and communication skills are essential, along with proficiency in MS Office and project management tools such as Primavera P6 and MS Project. Professional certifications such as PMP or RICS, experience on GCC airport projects, and fluency in Arabic are advantageous. • Bachelor’s degree in Civil Engineering, Construction Management, or related field. • Minimum 20 years of experience managing large‑scale infrastructure or airport projects. • Proven experience delivering ATCT towers or critical aviation facilities. • Strong knowledge of ICAO, CAA/FAA standards and local building codes. • Expertise in vertical construction, MEP and complex system coordination. • Leadership, decision‑making, problem‑solving and communication skills. • Proficiency with MS Office, Primavera P6, MS Project; PMP or RICS certification. • Experience on GCC airport projects; familiarity with airside operations. • Fluency in Arabic is a plus.
