About the Role

The Cost Manager – Mechanical Equipment role is responsible for managing the core functions of cost‑management services on construction projects, ensuring cost control and quality objectives are met. The incumbent will provide effective cost‑management services that align with client goals and foster a collaborative, high‑performing project environment. Required expertise includes pre‑contract and post‑contract cost management, estimating, rate analysis, cost planning, preparation of preliminary estimates for new builds and renovations, and the development and presentation of final cost plans. The role also involves delivering value‑engineering proposals, risk management advice, and overseeing tendering and procurement activities from pre‑qualification through to contract documentation. • Produce monthly post‑contract cost reports and support client presentations. • Provide inputs to value‑engineering exercises where applicable. • Interface with the client and other consultants at all project stages. • Identify improvements to cost‑management procedures, templates and deliverables and propose them to the line manager. • Ensure key project information and learning are entered into Turner & Townsend’s internal database. • Work as an effective member of the cost‑management team, including taking responsibility for Assistant Cost Managers where appropriate.

What You Bring

The position requires a Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or a related discipline, with a Master’s degree regarded as an advantage. Candidates must have at least five years of experience in cost management or construction projects and possess strong knowledge of quantity surveying tools and methodologies. Native‑level Japanese proficiency and proficiency with Cost‑X or equivalent cost‑estimation software are essential, together with excellent communication and interpersonal skills.
