About the Role
• Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, review contractor/subcontractor pricing, validate scope and conduct commercial negotiations. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate, reconcile change orders and manage post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Ensure robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, working closely with project controls and scheduling teams. • Inform engineering priorities based on cost impact and lead value engineering and cost optimisation initiatives. • Monitor market trends (escalation, labour availability, material pricing) and provide timely insights. • Act as primary client interface, ensuring objectives are met and service excellence delivered. • Prepare and present executive‑level updates and written comments on contractor submissions. • Ensure adherence to internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance culture. • Comply with SOX control responsibilities where applicable.

What You Bring
Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to act as the primary client interface and deliver a value‑added cost management service on a large‑scale, mission‑critical data centre programme. The role ensures the project is delivered on time, within budget and to the highest standards, emphasizing governance, commercial rigor and stakeholder engagement. The ideal candidate thrives in a client‑facing environment, communicates clearly, works independently and collaboratively, and will provide leadership while embedding Turner & Townsend’s purpose, values and vision. • Demonstrate excellence in financial management, including margin tracking and monthly fee/resource forecasts. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centres, high‑tech or industrial projects. • Construction consultancy experience strongly preferred. • Solid understanding of MEP systems, resilience requirements and campus‑scale infrastructure for hyperscale data centres. • Strong foundation in budgeting, financial reporting, cost control systems and Earned Value Management. • Expertise in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification advantageous. • Excellent communication, negotiation and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
