About the Role

The manager will ensure compliance with local, international and project-specific HSE regulations, develop and enforce policies, conduct site inspections and audits, and serve as the primary HSE authority on each shift. They will coordinate safety briefings, manage shift handovers, lead risk assessments, monitor high‑risk activities, approve permits, respond to incidents, lead investigations, conduct emergency drills, deliver training, and maintain accurate HSE records and daily reports. • Ensure compliance with local, international, and project-specific HSE regulations and standards. • Develop, implement, and enforce HSE policies, procedures, and contractual obligations. • Conduct regular site inspections, audits, and risk assessments (JSA, HIRA) to identify hazards. • Lead safety briefings, toolbox talks, and shift‑change meetings for clear HSE communication. • Oversee shift handovers, incident reporting, and continuity of HSE practices 24/7. • Approve method statements, permits to work, and monitor high‑risk activities such as hot work and confined spaces. • Coordinate response to safety incidents, lead investigations, root‑cause analysis, and corrective actions. • Organise and evaluate emergency drills, updating procedures as needed. • Deliver induction, refresher training and safety awareness campaigns across all shifts. • Maintain accurate HSE records, generate daily shift reports, and present trends to senior management. • Manage HSE coordination among multiple contractors, subcontractors, and client representatives.

Parsons is seeking a Saudi national HSE Manager – Shift Coordinator to oversee health, safety, and environmental activities across all shifts of a complex airfield/airport construction project. The role requires 15 years of progressive HSE experience, including supervisory duties on major infrastructure or aviation projects, and involves ensuring compliance, fostering safety culture, and leading emergency preparedness on a rotating 24/7 shift basis. Candidates must hold a bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering or equivalent, and possess at least 15 years of HSE experience in construction, with five years in a supervisory role on large‑scale infrastructure or airport projects. Required competencies include knowledge of OSHA, ISO 45001/14001, aviation safety practices, incident investigation, HSE management systems, and relevant certifications such as NEBOSH, OSHA 30, or IOSH. Experience with 24/7 shift coordination, multicultural team leadership, digital permit‑to‑work and mobile reporting tools is also essential. • Hold a bachelor’s degree in a related field and minimum 15 years of HSE experience in construction. • Possess at least five years in a supervisory or managerial role on large‑scale infrastructure or airport projects. • Demonstrate knowledge of OSHA, ISO 45001, ISO 14001, aviation safety standards, and local labor and environmental laws. • Hold professional certifications such as NEBOSH IGC, OSHA 30/510, or IOSH. • Experience with 24/7 shift operations, multicultural team leadership, digital permit‑to‑work systems and mobile HSE reporting tools.
