About the Role
The Proposal Specialist II role joins the West Region Marketing team to support business development and operations on a variety of client pursuits. This hybrid position, based in locations such as Minneapolis, Chicago, Denver, Detroit, Houston, Meridian, Murray, Phoenix, or Portland, involves preparing formal and informal solicitations like EOIs, RFQs, RFPs, and pre‑qualification efforts. The specialist works from capture through interview stages, coordinating content, compliance, and document design. Key responsibilities include leading small to medium proposals, assisting with large proposals, and serving as lead writer/editor for resumes and past performance sections. The specialist facilitates Pink and Red team reviews, manages revisions, participates in go/no‑go and greenlight analyses, and conducts internal debriefs to drive continuous improvement. They also ensure adherence to quality, legal, and contract procedures while collaborating with technical, operations, and business‑development teams to create marketing materials and mentor entry‑level staff. • Lead small to medium proposals and support large proposals from capture through interview stage. • Coordinate proposal content, schedules, templates, compliance, and production; provide document design leadership. • Serve as lead writer/editor for resumes and past performance sections. • Facilitate Pink and Red team reviews and incorporate lessons learned. • Manage proposal revisions based on review team direction. • Participate in go/no‑go and greenlight analyses per delegation of authority guidelines. • Conduct internal debriefs and review client feedback for continuous improvement. • Ensure compliance with company quality, legal, contracts, and signatory procedures. • Collaborate with business line, operations, technical, and BD teams to develop marketing materials. • Mentor entry‑level proposal team members and perform self‑checks before submission.

What You Bring
Candidates must hold a bachelor’s degree and have at least two years of experience supporting proposal activities, with a solid understanding of proposal and presentation development. Preferred qualifications include a degree in communications or marketing, knowledge of the A/E industry, proficiency with Microsoft Office, Adobe Creative Suite, and collaborative tools such as Teams and SharePoint, as well as Salesforce experience. Strong organizational, administrative, and confidentiality skills are essential. • Minimum: Bachelor’s degree and 2 years of marketing/proposal experience. • Preferred: Degree in Communications/Marketing, A/E industry knowledge, proficiency with MS Office, Adobe Creative Suite, Teams/SharePoint, and Salesforce. • Demonstrate strong organizational, administrative, and confidential‑issue discretion skills.

The position offers a salary range of $65,000 to $90,000 annually and a hybrid work model in Portland, OR, with flexibility to work from other listed locations.
