About the Role

• Manage all aspects of program planning and development, including engineering, construction, technical support, bidding, schedules, budgets, funding, grants, prioritization and closeout. • Review and analyze complex design and construction budgets, schedules, and costs to ensure compliance with scope, timeline, and budget. • Supervise project planners to define scope, schedule, and budget aligned with stakeholder goals. • Develop funding strategies leveraging state match grants, private grants, and nonprofit partners. • Perform value engineering to resolve or reduce cost overruns. • Prepare executive reports and propose new projects for stakeholders. • Oversee financial closeout, ensuring final documentation and reports meet funding guidelines. • Act as liaison for closed‑out projects under litigation, providing documentation and depositions as needed. • Assess program strengths and weaknesses and recommend improvements to reporting and processes. • Resolve technically complex issues for architects, engineers, and junior project managers. • Coordinate development of policies, procedures, and funding requests for construction programs. • Recommend updates to construction specification guidelines. • Participate in community and stakeholder meetings, summarizing agendas and reporting project progress. • Attend job meetings and site walks to verify compliance with program requirements. • Capture lessons learned and train staff for program and project improvements. • Mediate conflicts among project staff regarding scope, materials, or requirements. • Participate in change‑order negotiations and assist with contract reviews.

What You Bring

Candidates must have at least ten years of professional program and project management experience, including four years managing public‑ or education‑sector programs, a bachelor’s degree in architecture, engineering or construction management (or equivalent experience), and preferred licensure such as a California architect or professional engineer registration, a Construction Manager credential, and LEED accreditation. Applicants will be asked to submit an up‑to‑date resume, certifications or licenses, professional references, and a project list with values and dates; the role is a W‑2 position with no per‑diem or relocation assistance.
