About the Role

The Infrastructure Advisor provides strategic and technical leadership on major capital programmes, ensuring alignment with long‑term planning and investment goals. Acting as a trusted advisor, the role works closely with senior leadership, authorities and delivery partners to de‑risk projects and maximise whole‑life value. In this position you will guide infrastructure planning across utilities, mobility, ICT, energy, water and urban systems, linking it to master plans and policy objectives. You will develop roadmaps, set technical standards, chair design reviews, manage stakeholder approvals and embed sustainability and resilience throughout the project lifecycle. • Provide strategic and technical advice across utilities, mobility, ICT, energy, water, and urban systems for major capital programmes. • Lead integration of infrastructure planning with master planning, policy, and growth strategies. • Define future‑ready roadmaps, phasing plans, and investment priorities for sustainable development. • Establish technical standards, performance criteria, and specifications for infrastructure procurements. • Chair technical reviews and stage‑gate meetings to ensure design quality, constructability, value for money, and risk mitigation. • Coordinate with stakeholders, regulators, and service providers to obtain approvals and resolve interface issues. • Support business case development with technical, cost, risk, and lifecycle assessments. • Oversee design assurance, change control, and technical governance throughout delivery. • Embed sustainability, resilience, and whole‑life asset management into all infrastructure strategies. • Produce clear briefings, reports, and recommendations for senior leadership. • Safety first – champion a safe, diverse and inclusive work environment. • Create opportunity – foster continuous improvement and inspire team development.

Proven leadership of multidisciplinary teams, strong technical assurance background and the ability to engage senior stakeholders are essential. Excellent written and verbal communication skills for executive‑level reporting are also required. • Degree in engineering (civil, structural, mechanical or electrical) or urban planning. • Significant experience in infrastructure strategy, master planning or large capital programmes. • Proven leadership of multidisciplinary teams across utilities, mobility and urban systems. • Strong background in technical assurance, design review, and regulatory approvals. • Excellent stakeholder management with ability to engage senior leaders and authorities. • Superior written and verbal communication, including executive‑level reporting. • Client focus – own quality of deliverables and build long‑term client relationships.
