About the Role
The Senior Cost Manager / Quantity Surveyor will be the primary day‑to‑day client interface for a large‑scale, mission‑critical data centre programme, ensuring delivery on time, within budget and to the highest standards. The role requires strong governance, commercial rigor and stakeholder engagement, while providing leadership, embedding Turner & Townsend’s purpose, values and vision. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, general contractor, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, contractor/subcontractor price reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate and reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact; lead value‑engineering and cost‑optimization initiatives. • Monitor market trends such as escalation, labour availability and material pricing, providing timely insights. • Serve as primary client interface to ensure objectives are met and service excellence is delivered. • Prepare and present executive‑level updates and written comments on general contractor submissions. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance, one‑business culture. • Perform SOX control responsibilities where applicable.

What You Bring
The position is based in Dallas or Houston, with an initial remote work arrangement that will transition to onsite presence in the chosen Texas location. Travel to New Albany, OH is required approximately once or twice a month. • Demonstrate excellence in financial management, including margin tracking and monthly fee/resource forecasts across commissions. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • 5–7+ years of cost management/project controls experience in mission‑critical, medium to large projects. • Construction consultancy experience strongly preferred. • Strong understanding of MEP systems, resilience requirements and hyperscale data‑center infrastructure. • Proven expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Experience with procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
