About the Role

The Energy Manager will collaborate with designers, architects, and engineers from concept through construction documents, conduct energy and water audits, develop DOE‑2 compliant energy models, and prepare documentation for LEED energy credits. The manager will also oversee federal energy programs such as ECIP, FEMP, MILCON, and Energy Service Contracts, calculate utility rates, produce quarterly performance reports, and serve as the base focal point for utility data and DoD energy targets. • Collaborate with project teams to achieve energy‑efficient building and system design. • Work with designers, architects, and engineers from concept through construction documents to optimize energy performance. • Conduct energy audits of existing buildings to identify conservation and cost‑reduction measures. • Participate in charrettes and initial project meetings to define energy goals. • Recommend energy‑efficient solutions for lighting, HVAC, and building envelope. • Serve as a resource on advanced control strategies, daylighting, natural ventilation, cogeneration, and photovoltaic systems. • Develop detailed DOE‑2 compliant energy models. • Prepare documentation for obtaining LEED energy credits. • Act as the base Energy Manager for USAFA, identifying projects for ECIP, FEMP, MILCON, and Energy Service Contracts. • Manage ECIP and FEMP programs, including programming documents, engineering analysis, cost estimates, and life‑cycle cost analyses. • Conduct facility energy and water conservation audits covering at least 10 % of the base’s square footage each year. • Calculate and validate monthly utility rates for reimbursable consumers and provide results to the Contracting Officer’s Representative. • Prepare quarterly Energy Performance Index reports and respond to Civil Engineer Squadron data calls. • Compile and submit monthly utility consumption and cost data to the Defense Utility Energy Reporting System and quarterly reports to higher headquarters. • Support DoD energy targets and Air Force reduction goals, briefing the Government at steering group meetings. • Schedule, coordinate, and conduct Energy Management Steering Group meetings quarterly. • Assist with client and stakeholder meetings, site data collection, interviews, charrettes, and project reviews. • Plan, coordinate, and manage the development, funding, and execution of energy projects. • Provide life‑cycle cost‑effectiveness information for energy projects to the government. • Review client sustainability practices and recommend improvements to meet energy goals. • Develop DD Form 1391 programming documentation, including cost estimates and alternatives analysis. • Evaluate feasibility of alternative energy generation methods and special financing options. • Perform site visits across USAFA locations to ensure policy compliance and standard processes. • Participate in control systems and energy master‑planning efforts.

What You Bring

Preferred qualifications include ten years of DoD energy management experience, prior Air Force Civil Engineering Squadron experience, ability to work on‑site at USAFA, a background‑check clearance, AEE certification, US citizenship, and a commitment to HDR’s employee‑owned culture. Required qualifications are a bachelor’s degree in engineering or a related field, at least seven years of experience, proven expertise in evaluating energy‑efficient building designs, strong understanding of mechanical systems and controls, ability to create detailed energy models with eQuest or similar software, experience in the architectural design process, and excellent presentation, writing, and Microsoft Office skills. • Ten years of DoD energy management experience. • Prior experience with an Air Force Civil Engineering Squadron (preferred). • Ability to work on‑site at the United States Air Force Academy. • Ability to pass a governmental background check and hold US citizenship. • Certification by the Association of Energy Engineers (AEE). • Bachelor’s degree in Engineering, Architectural Engineering, or a closely related field. • Minimum of seven years of professional experience in energy management or related disciplines. • Demonstrated expertise in evaluating state‑of‑the‑art building designs and energy‑efficiency technologies. • Strong understanding of mechanical systems, controls, and specialized facilities such as hospitals and laboratories. • Proficiency in developing detailed energy models using eQuest or comparable simulation software. • Experience integrating energy considerations within the architectural design process. • Knowledge of energy‑efficient commercial lighting systems. • Excellent presentation, writing, and documentation skills. • Proficiency with Microsoft Office applications.
