About the Role

As a Cost Manager, you will lead core cost‑management functions for construction projects, ensuring cost control, quality objectives, and client expectations are met. You will deliver an effective cost‑management service while fostering a collaborative, high‑performing project environment. • Provide pre‑contract and post‑contract cost management, including estimating, rate analysis, cost planning, and presenting final cost plans to clients. • Manage tendering and procurement: pre‑qualification, tender list creation, preliminaries, tender analysis, reporting, and compilation of contractual documents. • Monitor post‑contract cost variances, support change control processes, and refer major changes to the reporting manager. • Produce monthly post‑contract cost reports and present findings to the client. • Contribute to value engineering exercises and interface with clients and consultants at all project stages. • Identify and propose improvements to cost‑management procedures, templates, and products. • Capture and input key project learnings into Turner & Townsend’s internal knowledge database. • Collaborate with and mentor Assistant Cost Managers as an effective team member. • Achieve ≥85% client and stakeholder satisfaction scores and ensure 100% compliance with governance and regulatory standards.

What You Bring

• Hold a Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering, or a related field (Master’s degree a plus). • Minimum of 5 years’ experience in cost management or construction project roles. • Demonstrate strong quantity surveying knowledge, proficiency in Cost‑X or equivalent software, and excellent communication and interpersonal skills. • Native‑level proficiency in the local language and business‑level proficiency in English.
