About the Role
The role is a Senior Manager grade position for a chartered professional who will lead Construction Quality Management (CQM) for the Department of Education under the Technical Advisory Service 2025 programme. The CQM Lead will provide assurance on the quality of build throughout the construction delivery stage across a large pipeline of education projects. • Review Stage 4 design packs, including DRRs, method statements, programmes and management plans • Evaluate and comment on contractors' Inspection and Testing Plans • Agree review procedures with the principal contractor • Prepare and submit site attendance plans • Coordinate site inspections and produce inspection reports • Liaise with internal technical advisory teams and specialist sub‑consultants • Witness commissioning activities • Manage snagging using computer‑aided tracking systems • Close out defects and conduct seasonal commissioning • Provide construction quality assurance for Department of Education projects within TAS25

What You Bring
A successful candidate will be confident, competent and experienced in technical project delivery, with a clear understanding of construction technology, off‑site and modular methods, Building Regulations and buildability. They must structure their own workload, deliver information on time, within budget and to agreed quality standards, and maintain positive relationships with the team and clients. Required qualifications include chartered membership of a relevant institution (e.g., ICE, IStructE, ARB, CIBSE, IMechE) and a minimum of five years’ experience inspecting public‑sector or equivalent buildings, including listed and conservation projects. Candidates must demonstrate multi‑disciplinary design coordination, site monitoring, experience with modern methods of construction, and familiarity with the latest Clerk of Works handbook, UK BIM Framework, Building Safety Act, CDM regulations, HSG168 Fire Safety and DfE Soft Landings. Ideal applicants hold a construction‑related degree or equivalent, are Chartered Building Surveyors (essential), and may have NEC Supervisor or Project Manager accreditation. Strong communication skills, the ability to work autonomously, and the capacity to lead and collaborate within multidisciplinary teams are also essential. • Hold chartered membership of a relevant construction institution (e.g., ICE, IStructE, ARB, CIBSE, IMechE) • Minimum five years’ experience inspecting public‑sector or comparable buildings, including listed structures • Demonstrated multi‑disciplinary design coordination and site monitoring expertise • Experience inspecting off‑site/modular construction at factories and on‑site • Knowledge of UK BIM Framework, Building Safety Act, CDM regulations and HSG168 Fire Safety • Familiarity with DfE Soft Landings implementation • Chartered Building Surveyor qualification (essential); NEC Supervisor or Project Manager accreditation (optional)
