About the Role
The Estimator‑Base Operations Support role is responsible for developing complex, multi‑year federal proposals by translating technical scopes into accurate, defensible pricing for large service contracts supporting military and federal installations. Success in this position requires a deep understanding of facilities and base operations, the ability to create compliant cost models, and contributing to win strategies while protecting the business from unrealistic assumptions. This position is remote‑first. Work is performed in a standard office environment with up to 25% travel required. The role involves prolonged periods of sitting at a desk working on a computer, occasional lifting of office supplies up to 20 pounds, and regular use of hands for typing and handling documents. • Build end-to-end cost estimates for base operations and facilities contracts. • Analyze RFPs, breaking down requirements by annex, CLIN, and task. • Develop labor-hour models using RSMeans, Whitestone, OEM and historical data. • Translate performance standards and response times into executable labor models. • Map labor to appropriate BLS codes and SCA classifications. • Create staffing plans aligned with workload drivers and performance requirements. • Identify cost, schedule and performance risks early in the capture phase. • Support price-to-win strategies and competitive positioning. • Contribute to color reviews and write defensible Bases of Estimate. • Partner with Operations to validate assumptions and document methodologies for audit defense. • Build and audit complex Excel cost models. • Develop and maintain a three-year Army Account Plan supporting CGS’s five-year growth strategy. • Build and sustain a qualified pipeline to meet or exceed growth targets. • Serve as subject-matter expert for Army programs, customers and acquisition environments. • Write clear, auditable and defensible Bases of Estimate. • Manage multiple proposal efforts simultaneously under tight deadlines. • Work independently in high-stakes proposal environments. • Preferred: develop staffing models and organizational charts aligned to workload drivers. • Preferred: collaborate with Operations leaders to reconcile bid versus execution and defend estimates in reviews.

What You Bring
• Apply knowledge of FAR, DFARS, SCA and wage determinations. • Communicate complex cost logic clearly to technical, operational and executive audiences. • 5+ years’ experience supporting DoD or civilian agency proposals for BOS/facilities contracts. • Demonstrated expertise developing labor-hour models with RSMeans, Whitestone or similar methodologies. • Strong RFP analysis skills, including decomposition by annex, CLIN, and task. • Understand SCA wage determinations and contract billing allowances. • Travel up to 25% as required. • Preferred: prior BOS/facilities operational experience on military installations. • Preferred: experience with recompetes, transition-in pricing and staffing ramp plans. • Preferred: field experience in core trades (HVAC, electrical, plumbing, civil, general maintenance).
