About the Role
The Senior Cost Manager / Quantity Surveyor will serve as the day‑to‑day client interface on a large‑scale, mission‑critical data‑center program. The role is responsible for developing cost plans, managing procurement, overseeing change control, and ensuring rigorous cost control through tools such as Earned Value Management. The successful candidate will lead a team, deliver executive‑level updates, and embed Turner & Townsend’s values and vision while maintaining compliance with internal systems and SOX controls. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries, and funding data for stakeholders. • Coordinate cost information from design teams, contractors, subcontractors, and vendors for validation and auditing. • Lead procurement strategy, pricing reviews, scope validation, and commercial negotiations. • Manage final accounts and ensure timely agreement of contracts. • Own change control: review, estimate, negotiate, and reconcile change orders and post‑contract variances. • Support cost risk analysis, scenario planning, contingency management, and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating with project controls teams. • Drive value engineering initiatives and cost optimization strategies. • Monitor market trends (escalation, labor, material pricing) and provide insights. • Act as primary client interface, delivering executive‑level updates and ensuring service excellence. • Mentor junior team members and foster a high‑performance culture. • Ensure compliance with internal business management systems and SOX controls as applicable.

What You Bring
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • 5–7+ years experience in cost management/project controls for mission‑critical, medium‑to‑large projects. • Strong understanding of MEP systems and hyperscale data‑center infrastructure. • Expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Proven procurement and commercial contract management skills. • Excellent communication, negotiation, stakeholder management and analytical abilities. • RICS accreditation (or progress toward certification) is advantageous.
