About the Role

The specialist will utilize market research and efficient procurement processes to ensure timely delivery of goods and services, determine appropriate contract types, develop special clauses, coordinate cost and price analysis, and maintain liaison with contractors throughout the contract lifecycle. In addition, the role works closely with legal, finance, risk, and other departments to uphold compliance, implement contract management policies, monitor execution, keep detailed records, and provide training to team members. • Manage, prepare, and analyze contracts and procurement agreements ensuring legal compliance. • Conduct market research, cost and price analysis, and support fair and reasonable pricing decisions. • Coordinate contract negotiations, determine appropriate contract types, and develop special clauses. • Liaise with contractors and internal stakeholders to interpret obligations and resolve issues. • Collaborate with legal, finance, risk, and other departments to mitigate risk and ensure policy adherence. • Monitor contract execution, maintain detailed records, and provide training on contract matters. • Prepare purchase orders, track requisitions, and respond to supplier and customer inquiries promptly. • Ensure safety awareness and adherence to CAHSR policies in day-to-day activities.

What You Bring

Candidates must hold a BA/BS degree with at least six years of relevant experience; a master’s degree, Juris Doctorate, or FAC‑C certification is preferred. The position requires strong presentation, written and verbal communication skills, excellent organizational and time‑management abilities, and proven leadership in fast‑paced environments. Experience with civil infrastructure, transit, or rail programs is highly valued. • Minimum BA/BS with 6+ years relevant experience; preferred Master’s/JD and FAC‑C certifications. • Demonstrated organizational, time‑management, and leadership skills in fast‑paced environments. • Experience with civil infrastructure, transit, or rail programs preferred.
