About the Role
The Project Procurement Manager will direct all procurement functions for this large rail and transit effort, overseeing purchasing, expediting, supplier data control, supplier quality, and traffic. This role supports the tri‑venture partnership of Parsons, Arcadis, and Mace in delivering strategic advisory, project management, design, construction, and stakeholder coordination services. • Identify and pre‑qualify suppliers and subcontractors meeting project requirements. • Conduct background checks and evaluate suppliers on cost, quality, reliability, and regulatory compliance. • Lead preparation, issuance, and tracking of purchase orders for materials, equipment, and services. • Coordinate with the procurement team to ensure accurate, on‑time delivery of orders. • Maintain up‑to‑date procurement records, including contracts, purchase orders, and amendments. • Ensure documentation complies with project, regulatory, and audit standards. • Serve as primary contact for suppliers regarding order status and delivery schedules. • Resolve logistical and scheduling conflicts by collaborating with suppliers and project teams. • Assist with budget tracking to align procurement activities with project budget allocations.

What You Bring
• Hold a Bachelor’s degree in Business Administration or a related field. • Possess 10‑12+ years of relevant experience, including OPEX/Professional Services procurement. • Demonstrated experience leading procurement services and managing contract administration for professional services. • Experience drafting scopes, creating price schedules, soliciting RFPs/Bids, and negotiating state or federal service contracts. • Detail‑oriented with strong proficiency in Microsoft Office applications.
