Contract Administrator IV – IT Purchasing Specialist
Manage IT procurement for LACCD Bond Program, overseeing contracts and compliance.

About the Role
In this role, the specialist will plan, provide strategic recommendations, administer, and report on IT purchasing needs for the LACCD Bond Program, ensuring compliance, coordination, and effective use of procurement systems. • Plan for a variety of IT‑related purchasing needs of the Bond Program. • Coordinate and communicate effectively with all stakeholders. • Provide strategic recommendations for IT purchasing solutions and best practices. • Ensure compliance with all applicable legal requirements and LACCD policies/procedures. • Administer the full procurement process from solicitation preparation to contract execution, including Board of Trustees actions. • Support project management staff in soliciting quotes, conducting contract compliance reviews, securing approvals, and issuing purchase orders. • Monitor IT purchasing contracts, purchase orders, solicitations, and report on status. • Utilize the District’s ERP (SAP), the Bond Program’s Project Management Information System (Proliance, transitioning to Trimble Unity Construct), and other internal database systems. • Coordinate with the Foundation for California Community Colleges, Department of General Services, eligible cooperative purchasing organizations, and partner public agencies to maximize external contracts for IT needs.

What You Bring
Applicants must submit an updated resume, certifications or licenses, professional references, and a project list. This is a W2 position with full benefits; no per diem or relocation packages are provided. • Minimum of 7 years of relevant experience. • Bachelor’s degree (or 4 additional years of experience in lieu). • Experience with procurement subject to California Public Contract Codes. • Familiarity with software licensing models (SaaS, subscription, perpetual). • Proficiency with Microsoft Excel, Word, Access, SAP, and Adobe Acrobat. • Ability to exercise judgment, set priorities, and manage competing demands. • Demonstrated reliable, responsive, positive work ethic with the highest degree of integrity. • Excellent written and verbal communication skills. • Ability to work in a fast‑paced environment. • Experience with electronic bidding platforms, specifically PlanetBids. • Certificate related to Public Purchasing or Contract Management. • Knowledge of California Higher Education Codes. • Knowledge of California Community College Codes. • Experience with procurement and implementation of an ERP system (SAP, Oracle, Workday, etc.) at a similarly scaled agency.
