About the Role
In this position the professional will lead cost control activities, develop and maintain cost plans and forecasts, monitor performance, and validate change orders and payment applications. They will support procurement, prepare executive‑level cost reports, manage contingencies, contribute to value engineering, and assist in risk analysis and governance meetings. Continuous improvement of cost‑management tools and final accounting processes are also key responsibilities. • Oversee cost control for large‑scale, multi‑phase data centre projects. • Develop and maintain cost plans, estimates, budgets and cash‑flow forecasts. • Monitor actual costs against forecasts and report variances. • Review and validate change orders and payment applications for compliance. • Assist procurement, bid analysis, vendor pre‑qualification and contractor negotiations; prepare bid‑leveling documents. • Prepare and present cost reports, forecasts and executive‑level dashboards for client presentations. • Track contingencies, commitments and cost impacts; support value engineering and design optimisation. • Conduct risk analysis and maintain commercial risk registers. • Collaborate with cross‑functional teams and participate in governance meetings. • Implement and improve cost‑management tools, templates and reporting standards; ensure regulatory compliance. • Manage final accounting, post‑contract audits and lessons‑learned reviews. • Adhere to SOX control requirements where applicable.

What You Bring
The company is seeking an experienced Cost Manager / Quantity Surveyor to act as the day‑to‑day client interface on a large‑scale, mission‑critical data centre programme. The role is focused on delivering value‑added cost management, ensuring timely, on‑budget delivery with strong governance and stakeholder engagement. The ideal candidate thrives in client‑facing environments, works both independently and collaboratively, and embodies Turner & Townsend’s purpose and values. Candidates should hold a bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related discipline, with a graduate degree preferred, and possess 3‑6 years of relevant cost management or project controls experience. Experience in construction consultancy, knowledge of cost management processes, procurement strategies, and familiarity with RICS accreditation are valued. Strong analytical, communication and stakeholder management skills, as well as proficiency in cost‑management software and Excel, are essential. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field; graduate degree preferred. • 3–6 years’ cost management or project controls experience in construction, preferably data centres or high‑tech. • Construction consultancy experience strongly preferred. • Strong knowledge of cost management processes, change order review, cash‑flow forecasting and reporting. • Familiarity with procurement strategies, commercial contract management and value engineering. • RICS accreditation or progress toward certification is a plus. • Ability to interpret technical drawings and specifications; MEP knowledge beneficial. • Proficiency with cost‑management software and advanced Excel/data analysis. • Excellent communication, organisational and stakeholder management skills.
