About the Role
The Program Manager, Talent Management designs, develops, implements, and maintains talent management programs such as Performance Management, Talent Reviews, Succession Planning, Career Pathing, and Coaching & Assessments. The role conducts needs analysis, program design, evaluation, and research on current trends and best practices, and recommends improvements to build core capabilities and enhance employee productivity. Using project management, strategic communication, and relationship-building skills, the manager drives the creation and adoption of talent solutions across the organization. Responsibilities include planning, overseeing project operations, and managing stakeholder communications for company-wide initiatives. Key duties include maintaining existing talent programs, developing training resources, and supporting HR Business Partners, while leveraging multiple communication channels to build manager and employee capability. The manager collaborates cross-functionally to align talent strategies with organizational goals, consults with HR and business leaders to design short- and long-term programs, and proposes new initiatives with defined project plans, metrics, and resource allocation. Partnerships with the HR Technology team and third-party vendors ensure optimal use of tools and services within budget, and the manager prepares performance reports, analyzes talent data, and provides insights to senior leaders. What You Bring
Candidates must hold a bachelor’s degree in Human Resources, Business Administration, or a related field (or a high school diploma with two years of relevant experience). They should have 5–8 years of experience in talent management, learning, or organization development, including expertise in talent reviews, succession planning, performance management, career pathing, and competencies, and a proven track record of managing organization-wide programs. Preferred qualifications include experience with Oracle HCM, knowledge of leading talent management approaches, data-driven metrics, change-management planning, and strong influence, presentation, and communication skills. Travel for business may require a REAL ID or an acceptable TSA-approved alternative; candidates must be willing to obtain one if necessary. The position may involve occasional air travel or access to federal property. • Bachelor’s degree in HR, Business Administration, or related field (or high school diploma with 2 years experience). • 5–8 years of talent management, learning, or organization development experience, including talent reviews, succession planning, performance management, career pathing, and competencies. • Proven experience managing organization-wide talent programs and projects. • Knowledge of leading talent management approaches, data‑driven metrics, and change management. • Strong influence, presentation, and communication skills; familiarity with Oracle HCM is a plus.
