About the Role
The Senior Utility Coordinator Technical Specialist will coordinate all utility‑related activities on projects, from identifying existing utilities and resolving conflicts to supporting relocation processes. Working closely with VDOT staff, utility companies, project managers, designers, right‑of‑way teams, and construction crews, the specialist ensures utilities are properly documented, compliant with policies, and addressed within project schedules and regulations. • Serve as primary contact for utility-related issues on assigned projects. • Identify existing utilities using plans, as‑builts, SUE data, records, and field information. • Prepare, review, and track utility conflict matrices and impact reports. • Coordinate with utility owners (electric, telecom, gas, water, sewer) to confirm conflicts and facilitate relocation plans. • Develop and review Utility Relocation Plans, schedules, and agreements with VDOT and utility companies. • Ensure utility coordination complies with VDOT Utility Manual, policies, and applicable regulations. • Support project managers during planning, design, and construction phases from a utility perspective. • Integrate utility information into roadway/bridge design documents and collaborate with CAD staff. • Participate in internal and external coordination meetings, utility meetings, and field reviews. • Track utility-related project milestones and maintain schedules for relocation and clearance. • Resolve construction‑phase utility issues, respond to RFIs, and coordinate with contractors and utility owners. • Maintain utility coordination logs, meeting minutes, correspondence records, and status reports. • Prepare utility‑related submittals and organize electronic project files per Parsons and client requirements. • Facilitate communication among DOTs, utility providers, local jurisdictions, contractors, and other stakeholders. • Assist with utility easement, right‑of‑way, and access coordination.

The firm is seeking a Senior Utility Coordinator Technical Specialist to support VDOT roadway and bridge initiatives across the DMV region. This role does not require an engineering degree but relies on strong organization, coordination, and communication skills, as well as utility and transportation infrastructure experience. • Required: High school diploma or equivalent plus 5+ years in utility coordination, transportation project support, or construction coordination. • Preferred: Experience with VDOT projects, familiarity with VDOT utility processes, and proficiency in MicroStation/AutoCAD.
