About the Role
The Traffic and Highways Manager will partner with the Freight & Traffic Lead to develop and manage the project’s freight strategy and traffic matters in line with HS2 Works Information WI1400 and WI1700, including establishing junction capacities and redesigning routes where required. • Draft, develop, and secure approval for Local Traffic Management Plans (LTMPs) and Lorry Route applications. • Implement and manage a traffic management system, including inspections and audits for on‑site compliance. • Coordinate pre‑application procedures and consent applications with relevant parties. • Ensure subcontractors adhere to consents and freight movement requirements. • Provide timely consent information to the consents team and stakeholders. • Build and maintain relationships with key stakeholders. • Identify, analyze, and own risks related to freight strategy and traffic matters. • Secure Traffic Management plans promptly and escalate issues as needed. • Support the Highways Consents Manager with the ‘Street Manager’ database and highway consents. • Lead subcontractors in delivering consistent, quality TM plans and drawings (NRSWA Chapter 8). • Supply forecasted plans to Traffic Liaison Group and other Highway Authority meetings. • Advise procurement on freight and traffic requirements for accurate tender information. • Coordinate freight and traffic matters with package managers, logistics, and consents teams. • Keep internal MDJV colleagues informed of freight and traffic commitments. • Assist Planning Managers in integrating logistics milestones into the programme. • Produce freight and traffic support materials such as toolbox talks, briefings, and operational guides.

What You Bring
• Demonstrate excellent verbal, written and interpersonal communication skills. • Knowledge of highway consent frameworks (HS2 Act, New Roads and Street Works Act 1991). • Proficient in data and database management. • Familiar with Safety at Street Works and Road Works Code of Practice. • Understand Traffic Signs Regulations and General Directions. • Minimum 5 years experience setting out or supervising temporary traffic management installations. • Experience with Local Traffic Management Plans, Environmental, Sustainability and Safety Management Plans. • Experience with Highway Condition Maintenance, Route Management, Improvement and Safety Plans per WI1400 & WI1700. • Hold NRSWA Supervisor accreditation (Chapter 8) and Lantra 12D M7 certification. • Possess a valid CSCS card, SMSTS certification, and Traffic Safety and Control Officer accreditation. • Member of the Chartered Institute of Logistics (preferred). • Experience on major construction projects, preferably HS2, including central London sites. • Working knowledge of London Borough of Camden and/or Transport for London processes. • Lantra 12B LTMO and Lantra 12A Foreman certifications. • Accredited in Traffic Signs Manual Chapters 1‑7. • Proficient in CAD drawing and traffic management software.
