About the Role

The Engineering Manager will lead and develop the structural engineering team, oversee key project pursuits, mentor staff through project development, and implement QA/QC for all deliverables. This role blends technical expertise with leadership to ensure high‑quality outcomes across large bridge and wall design programs. The position involves providing direction for structural staff, managing staffing budgets and forecasts, monitoring the quality and progress of deliverables, and collaborating with Project Managers to resolve staffing, quality, schedule, or productivity issues. The manager will also establish discipline standards, recruit and develop personnel, support business development, and ensure performance stays within authorized overhead budgets. Desired expertise includes building TxDOT relationships for program development, managing diverse personalities to retain talent, delivering projects with complete drawings, specifications, and estimates, and leading national bridge engineering practice initiatives within Parsons’ Bridge Technical Organization. • Provide leadership and direction for structural engineering staff • Lead large bridge and wall design programs exceeding $250 M as technical task lead • Develop and manage staffing budgets, assignments, and forecasts • Monitor quality and progress of deliverables to meet design criteria • Collaborate with Project Managers to resolve staffing, quality, or schedule issues • Establish and improve structural discipline standards and procedures • Recruit, hire, train, evaluate, and, when needed, terminate personnel • Support pre‑contract and business development as technical consultant • Ensure discipline performance stays within authorized overhead budgets • Lead and promote the Quality Improvement Program and related committees • Serve as structural task lead on TxDOT contracts and advise Project Managers

What You Bring

Candidates must hold a Master’s degree in Civil Engineering or a related field, have at least 25 years of relevant experience, and possess an active Professional Engineer license with membership in an engineering society. They should demonstrate strong communication skills, deep knowledge of bridge design criteria and industry regulations, proficiency with bridge‑specific software, and ability to deliver field repair and retrofit solutions. • Master's degree in Civil Engineering or related field • Minimum 25 years of civil/structural engineering experience with supervisory roles • Active Professional Engineer license and engineering society membership • Strong written and oral communication abilities • Deep knowledge of bridge design criteria, industry practices, and regulations • Proficiency with bridge‑specific engineering software • Ability to develop and implement structural repair and retrofit solutions in the field • Experience building TxDOT relationships for program development • Proven ability to manage diverse personalities and retain staff • Track record of delivering projects with drawings, specifications, and estimates • Leadership in national bridge engineering practice development (e.g., chairing BTO programs)
