About the Role

The estimating function ensures cost plans are robust, integrated, value‑for‑money and benchmarked, maintaining an integrated baseline of scope, cost and time within infrastructure project controls and assisting in pricing risk and change values. The opportunity is to join the Cost & Commercial Management team in the Water sector, focusing on lifecycle costing while closely interfacing with Estimating and Carbon services. The role involves providing specialist lifecycle cost advice, producing whole‑life cost models, supporting economic business cases, conducting feasibility studies, advising on procurement strategies, and managing estimating and cost‑planning activities. • Provide specialist lifecycle cost advice and optimise whole‑life costs for projects and assets • Produce whole‑life cost models, options appraisals and data to support economic and business cases • Deliver LCC advice and models for infrastructure projects • Offer bespoke client advice including research, quantitative analysis, risk modelling and workshop facilitation • Conduct feasibility studies, advise on procurement strategies, write procurement reports and apply value management techniques • Manage estimating and cost‑planning activities, own and present final cost plans • Team player; mentor junior staff and network internally and externally

What You Bring

Within our business we harness a unique combination of leading‑edge practical expertise and project delivery to unlock the potential of every project. Candidates should have consultancy or commercial experience in whole‑life and lifecycle costing for construction or infrastructure, a strong grasp of WLC measurement and modelling, and the ability to handle large data sets for economic appraisals. A minimum 2:1 degree in any discipline and strong proficiency in the MS Office suite, particularly Excel, are required; a degree in quantity surveying or cost management and MRICS/RICS membership are desirable. • Consultancy/commercial experience in whole‑life and lifecycle costing for construction/infrastructure with carbon specialists • Strong understanding of WLC measurement, calculations and modelling; able to convey principles to all team levels • Experience handling large data sets for whole‑life costing, producing models, reports and economic appraisals • Knowledge of value engineering and life‑cycle costing • Proven project support or management experience • Ability to take ownership, meet overlapping tight deadlines and deliver accurate outputs • Excellent technical writing, client‑facing communication and presentation skills • Quick information review, initiative and sound judgement mixing analysis and decision‑making • Innovative mindset to improve performance, reduce costs, enhance quality and justify solutions with data • Awareness of sustainability, social value and carbon reduction in the public sector • Capex versus Opex cost analysis expertise • Minimum 2:1 degree in any discipline; proficient in MS Office, especially Excel • Desirable: degree in quantity surveying/cost management or equivalent; MRICS/RICS membership
