About the Role

The Procurement Specialist role supports QISG’s Engineering, Procurement, and Construction (EPC) project teams. The position manages the full lifecycle of procurement and subcontracting for complex infrastructure projects, from RFP development and bid evaluation through contract execution and project close‑out. This role is ideal for individuals with strong vendor and subcontractor management experience who thrive in fast‑paced environments. In this role you will collaborate with project and procurement managers to develop bidder lists, issue RFPs, and coordinate technical reviews. You will evaluate proposals for compliance with commercial terms, diversity goals and corporate standards, negotiate terms, and recommend contract awards. You will draft, review and finalize contracts, maintain supplier relationships, resolve performance issues, and manage procurement risks such as delays or pricing discrepancies. You will track progress through procurement status reports, validate materials, enter data into systems, and resolve OS&D issues while ensuring compliance, safety and documentation standards. • Support project pursuit and execution by collaborating with Project and Procurement Managers, developing bidder lists, issuing RFPs, and coordinating technical reviews with EPC engineering teams • Evaluate proposals for compliance with commercial terms, diversity goals (MBE/WBE), and corporate standards; negotiate terms and recommend contract awards • Draft, review, and finalize contracts with required flow‑down provisions in alignment with internal policies and client requirements • Maintain supplier and subcontractor relationships, resolve performance issues, and manage procurement risks including delays, scope gaps, and pricing discrepancies • Track procurement progress through the Procurement Status Report (PSR); validate materials from drawings, enter data into systems, and resolve OS&D issues with construction and logistics teams • Ensure all procurement activities meet compliance, safety, and documentation standards; support special projects as needed

What You Bring

Successful candidates have at least four years of procurement experience within EPC environments and a proven track record managing vendor and subcontractor RFPs, bid evaluations, contract negotiations and material logistics. Experience with supplier pre‑qualification, submittal tracking and expediting high‑value infrastructure projects is required, along with a bachelor's degree in supply chain management, business, finance, logistics or a related field. Strong negotiation, analytical and communication skills, exceptional organization, and the ability to work independently while supporting cross‑functional teams are essential. A well‑established network of vendors and subcontractors in the transmission & distribution or energy sector is preferred, and candidates must be willing to travel up to 50 % of the time based on project needs. • 4+ years of procurement experience within EPC environments • Proven track record managing vendor/subcontractor RFPs, bid evaluations, contract negotiation, and material logistics • Experience with supplier prequalification, submittal tracking, and expediting on high‑value infrastructure projects • Bachelor’s degree in Supply Chain Management, Business, Finance, Logistics, or a related field • Strong negotiation and analytical skills with attention to contractual details • Excellent written and verbal communication • Ability to work independently while supporting a cross‑functional team • Exceptional organizational and time‑management skills • Comfortable communicating with all levels of staff and external partners • Preferred: Established network of vendors and subcontractors in the T&D or energy sector • Willingness to travel up to 50 % based on project needs
