About the Role
The director will lead client workshops, ensure compliance with management systems, and build collaborative teams. They will be responsible for cost management, staffing, performance measurement, and driving efficiencies throughout the contract. • Lead client workshops and meetings to ensure compliance and foster integrated O&M teams. • Manage cost, budgeting, forecasting and reporting for the infrastructure O&M portfolio. • Provide leadership, mentorship and performance measurement for the O&M contract team. • Plan, organize and control activities to meet service objectives within scope, schedule and budget. • Oversee staffing, develop key employees and ensure long‑term talent development. • Serve as primary contract liaison, maintaining relationships with stakeholders, customers and suppliers. • Drive operational efficiencies and implement strategies to optimize OPEX and capital maintenance.

What You Bring
Parsons is seeking an experienced Program Director (Operations and Maintenance) to manage a large infrastructure O&M portfolio on behalf of a client. The role involves overseeing all aspects of the contract, ensuring high performance, and delivering integrated services across highways, drainage, and ITS assets. Candidates must hold a degree and a master’s in an engineering discipline, be fluent in Arabic and English, and have over 25 years of experience managing O&M infrastructure projects, particularly in the GCC. Required certifications include Parsons’ project‑management standards, and strong communication and leadership skills are essential. • Hold a degree and master’s in engineering; fluent in Arabic and English (written and spoken). • Possess 25+ years of experience in O&M of highways, drainage, ITS and asset management, preferably in the GCC. • Meet Parsons project‑management certification requirements and have proven management capability. • Demonstrated knowledge of O&M regulations, network management and multi‑discipline project delivery. • Preferred qualification: Institute of Asset Management certification and familiarity with emerging technologies.
