About the Role
In this position you will lead cost planning, reporting and control, coordinate cost data from design teams and contractors, manage procurement strategies, change control and final accounts, and integrate cost with schedule and scope. You will also drive value‑engineering initiatives, monitor market trends, and provide executive‑level updates to the client. Mentoring junior staff and ensuring compliance with internal business management systems are also key parts of the role. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries, and funding data for stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations to secure fair contracts. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate, reconcile change orders and manage post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, working closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact and lead value‑engineering initiatives. • Monitor market trends and provide insights on escalation, labor availability and material pricing. • Serve as primary client interface, delivering service excellence and executive‑level updates. • Ensure adherence to internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members to foster a high‑performance culture. • Oversee financial management, including margin tracking and monthly fee/resource forecasts. • Perform SOX control responsibilities as required.

What You Bring
The firm is looking for an experienced Senior Cost Manager / Quantity Surveyor to act as the day‑to‑day client interface on a large‑scale, mission‑critical data‑center programme. The role is responsible for ensuring the project is delivered on time, within budget and to the highest standards, with a strong focus on governance, commercial rigor and stakeholder engagement. The successful candidate will lead and embed Turner & Townsend’s purpose, values and vision while working both independently and collaboratively. The ideal candidate holds a bachelor’s degree in construction management, quantity surveying, engineering or a related field, with 5‑7+ years of cost management or project controls experience in mission‑critical environments such as data centres. Experience in construction consultancy, knowledge of MEP systems and hyperscale data‑center infrastructure, and expertise in budgeting, EVM, procurement and commercial contract management are required. RICS accreditation, strong communication and negotiation skills, analytical ability and proficiency with cost‑management software are also sought.
