About the Role

Parsons is seeking a Roadway Section Manager to lead a team of engineers on our expanding portfolio of road and highway projects in Indiana. The role involves reviewing and approving staffing budget estimates, maintaining appropriate staffing levels, and managing all engineering and design efforts for major programs. You will coordinate discipline staffing requirements, monitor quality and progress, and collaborate with Project Managers to resolve issues related to staffing, quality, schedule, or productivity. You will also support pre‑contract and business development activities, act as a technical consultant, and promote the Quality Improvement Program. Leadership duties include leading discipline‑related committees, establishing standards and procedures, and ensuring performance stays within authorized overhead budgets. Additionally, you will help develop the pursuit pipeline, support win strategies, and may serve as Capture Manager or primary project contact. Team and talent management is a key focus: you will identify staffing needs, develop hiring plans, lead onboarding, recruit strategic candidates, coordinate training, and create career development plans for direct reports. Performance management, including recognition and disciplinary actions, will be overseen, along with workforce forecasting to anticipate staffing peaks and valleys. • Review and approve staffing budget estimates and assignment schedules. • Maintain appropriate staffing levels, including temporary personnel. • Manage all engineering and design efforts for major roadway programs. • Coordinate discipline staffing requirements and monitor quality and progress. • Collaborate with Project Managers to resolve staffing, schedule, and productivity issues. • Ensure compliance with Parsons and project standards; recommend procedural improvements. • Support pre‑contract and business development as a technical consultant. • Promote and participate in the Quality Improvement Program and discipline committees. • Establish and maintain standards and procedures manuals for the discipline. • Develop pursuit pipeline, support win strategies, and act as Capture Manager when needed. • Identify staffing needs, lead hiring, onboarding, and recruitment for the team. • Create career development plans and oversee performance management for direct reports.

What You Bring

The ideal candidate holds a Bachelor’s degree in Engineering or a related field, has 15+ years of road and highway experience (preferably ODOT projects), and possesses Ohio Professional Engineer registration. Proven supervisory experience, strong communication skills, and deep knowledge of industry practices, regulations, and engineering software are required.
