About the Role

Lead and manage quality practices across the assigned sector, supervising a large team of quality inspectors and ensuring alignment with Parsons’ Quality Management System and client standards such as USACE QA/QC. Aggregate quality performance data, report sector‑level metrics, and oversee timely closure of Nonconformance Reports. Establish and maintain audit schedules, conduct audits, and implement corrective actions, while preparing and approving quality manuals, plans, and procedures. Provide technical guidance and mentorship to quality professionals within the sector. • Lead sector‑wide quality management and supervise quality inspectors. • Implement Parsons Quality Management System and client‑specific QA/QC standards. • Aggregate and report quality performance metrics at the sector level. • Manage and close Nonconformance Reports (NCRs) promptly. • Establish audit schedules, conduct audits, and enforce corrective actions. • Prepare, review, and approve quality manuals, plans, and procedures. • Provide technical guidance and mentorship to quality staff. • Ensure compliance with USACE QA/QC standards, EM 385‑1‑1 safety, and federal protocols. • Apply ISO 9000 and other quality system standards (ISO, ASME, ANSI, ASTM). • Communicate effectively with program, engineering, procurement, and construction teams. • Analyze data and solve problems to improve quality processes. • Manage large teams and complex projects, including performance reporting.

What You Bring

Parsons is seeking a highly talented Sector Quality Manager for the West region to provide operational leadership and oversight for quality management on a large‑scale program. The role supports a major government customer in delivering a critical infrastructure project central to United States border security. Parsons will deliver Owner Agent Construction Management Services, including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, safety, and other supporting services. US citizenship is a mandatory requirement for this position, and candidates must be able to obtain the appropriate DHS suitability determination. No security clearance is required for this role. Candidates must be US citizens, hold a bachelor’s degree in engineering, construction, project management, business, or a related discipline, and possess at least ten years of quality experience with five years in a supervisory role. Familiarity with USACE QA/QC standards, the three‑phase control process, EM 385‑1‑1 safety requirements, and federal construction quality protocols is essential. Strong leadership, expertise in ISO 9000, and experience implementing quality systems such as ISO, ASME, ANSI, or ASTM are required. Excellent communication, analytical, and problem‑solving abilities, proficiency with Microsoft Office, and the capacity to manage large teams and complex projects are also needed. Advanced qualifications such as a master’s degree, ISO‑9000 Lead Auditor certification, ASQ Certified Quality Engineer, or equivalent certifications are preferred and may be obtained within six months. Membership in a nationally recognized quality organization and advanced knowledge of risk management and corrective/preventive action systems further strengthen a candidate’s profile. • Meet US citizenship and DHS suitability requirements. • Hold a bachelor’s degree in engineering, construction, or a related field. • Prefer candidates with a master’s degree, ISO‑9000 Lead Auditor or ASQ CQE certification.
