About the Role
The Planning Engineer – ITS 2020 Phase 2 will support a major community‑development infrastructure project by delivering planning, scheduling, and project‑control functions. The role involves integrating multiple work packages into a master schedule, monitoring progress, analyzing delays, and providing recommendations to keep the project on track. • Review and align contractor baseline schedules with contract conditions using Parsons Recommended Practices. • Develop and maintain a master schedule that integrates multiple packages and reflects interdependencies. • Evaluate updated progress schedules, identify potential delays, and highlight critical events. • Perform “what‑if” analyses to assess time impacts of changes, variations, and events, recommending mitigation actions. • Prepare regular progress and monthly reports with program analysis, recommendations, and presentation materials. • Conduct detailed claim assessments (extension of time, disruption) using time‑impact and window analysis techniques. • Coordinate with contractors, clients, and consultants to resolve planning and scheduling issues and finalize program reports. • Attend kickoff, technical, coordination, and progress review meetings, providing inputs and drafting concise minutes. • Create and maintain trackers/logs to monitor critical issues during design and construction phases. • Agree on a progress measurement system (PMS) and key performance indicators with stakeholders. • Deliver clear presentations to management and interface with diverse professional groups. • Issue delay notices and performance letters for contractor‑caused schedule slippages and maintain accurate project records.

What You Bring
Successful candidates will hold a bachelor’s degree in civil, electrical, mechanical engineering or construction management and bring at least ten years of planning and scheduling experience on large‑scale infrastructure projects in the Gulf region. Experience with traffic‑diversion schemes, ITS communication networks, and proficiency in Primavera P6 are essential. • Bachelor’s degree in Civil, Electrical, Mechanical Engineering or Construction Management. • Minimum 10 years of planning and scheduling experience on large‑scale infrastructure projects in the Gulf region. • Hands‑on experience with traffic‑diversion schemes, major road gantry relocations, cabling, and ITS communication networks including testing and commissioning. • Proven proficiency in Primavera P6 and other scheduling tools. • Strong written and verbal communication abilities. • In‑depth knowledge of industry standards, best practices, and relevant regulations.
