About the Role
The company is seeking a Senior Cost Manager / Quantity Surveyor to lead cost management on a large‑scale, mission‑critical data centre programme in Beaver County, PA. The role ensures the project is delivered on time, within budget and to the highest standards by integrating cost planning, budgeting, procurement, commercial negotiations and change control throughout the lifecycle. Reporting to senior leadership, the Senior Cost Manager will produce executive‑level cost reports, drive value‑engineering initiatives, perform risk analysis and align cost with schedule and scope while maintaining compliance with financial systems, SOX controls and internal business management methodologies. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries and funding updates for stakeholders. • Coordinate cost information from design teams, contractors and vendors for validation and auditing. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement. • Oversee change control: review, estimate, negotiate and reconcile change orders. • Conduct cost risk analysis, scenario planning and contingency management. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating with project controls teams. • Drive value engineering initiatives and cost optimisation strategies. • Monitor market trends on escalation, labour availability and material pricing. • Serve as primary client interface, delivering service excellence and executive updates. • Ensure compliance with internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members to foster a high‑performance culture. • Track financial performance, margin and monthly fee/resource forecasts. • Adhere to SOX control responsibilities where applicable.

What You Bring
Successful candidates will hold a bachelor’s degree in construction management, quantity surveying, engineering or a related discipline, possess 5–7+ years of cost management experience in mission‑critical environments such as data centres, and have strong analytical, communication and stakeholder‑management skills. RICS accreditation, expertise in MEP systems, budgeting, earned value management and procurement strategy are preferred. • Minimum 5–7+ years experience in cost management for mission‑critical projects. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • Experience with MEP systems and hyperscale data centre infrastructure. • Strong budgeting, financial reporting, cost control and Earned Value Management expertise. • Proficiency in procurement strategy and commercial contract management. • RICS accreditation or progress toward certification preferred. • Excellent communication, negotiation and stakeholder management skills. • Proficiency with industry‑standard cost management tools and software.
