About the Role

Key duties include designing and administering environmental procedures and programs that minimize deficiencies and ensure compliance with federal, state, and local regulations across air, water, land, waste, storage tanks, radiation, emergency plans, and transportation safety. The analyst conducts research, prepares technical reports and permit applications, performs in‑depth inspections, provides training and technical guidance to facility personnel and contractors, and assists with budget preparation and emergency incident response. • Manage PSCo’s air permitting, compliance, and Continuous Emissions Monitoring (CEMS) programs. • Conduct air emissions monitoring, reporting, and compliance testing program management. • Develop and implement environmental procedures for air, water, land, waste, storage tanks, radiation, and safety regulations. • Prepare technical reports, permit applications, and regulatory submissions. • Perform site assessments, inspections, and environmental risk analyses. • Provide technical guidance, training, and regulatory support to facility personnel and contractors. • Assist with budget preparation and ensure programs operate within budgetary and regulatory constraints. • Respond to emergency environmental incidents and provide technical assistance. • Lead or coordinate special project teams and serve as technical advisor on medium to large projects. • Review and comment on proposed regulations, legislation, and licensing impacts. • Ensure compliance with federal, state, and local environmental statutes and maintain permits and licenses.

Xcel Energy is seeking motivated individuals to join its team in Denver, Colorado (80205) on a hybrid schedule of three days per week in the office. The role can be hired at the Environmental Analyst III or IV level, depending on the candidate’s experience, qualifications, and interview results. Minimum qualifications for the Analyst III role are a BS/BA in environmental science, engineering, applied science, or a related field and four years of professional environmental experience (or equivalent education‑experience combinations). The Analyst IV requires a BS/BA plus six years of progressively responsible environmental experience, with demonstrated technical writing, communication, and negotiation skills (alternative education‑experience substitutions also apply). • Minimum qualification: BS/BA in environmental science, engineering, or related field (or equivalent education‑experience mix). • Minimum experience: 4 years (Analyst III) or 6 years (Analyst IV) of progressive environmental responsibility.

The Environmental Analyst III position offers an annual base salary ranging from $73,700 to $104,633, while the Analyst IV range is $84,900 to $120,567. Both levels are primarily responsible for managing PSCo’s air permitting, compliance, and Continuous Emissions Monitoring (CEMS) programs for assigned facilities, including emissions monitoring, compliance testing, regulatory development, and support for construction, Title V, and NSR/PSD permitting activities.
