About the Role

The Senior Cost Manager / Quantity Surveyor will serve as the primary client interface for a large‑scale, mission‑critical data‑center program, providing value‑added cost management to ensure delivery on schedule, within budget and to the highest standards. The role demands strong governance, commercial rigor and stakeholder engagement, and requires the ability to work both independently and collaboratively while upholding Turner & Townsend’s purpose, values and vision. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries and funding data for stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records to support benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate and reconcile change orders and post‑contract cost variances. • Perform cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, working closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact and lead value‑engineering initiatives. • Monitor market trends such as escalation, labour availability and material pricing to provide timely insights. • Serve as the primary client interface, ensuring service excellence and achievement of objectives. • Prepare executive‑level updates and written comments on general contractor submissions. • Ensure adherence to internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance culture. • Track financial performance, including margin, monthly fee and resource forecasts. • Apply SOX control responsibilities where applicable.

What You Bring

• Hold a Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • Possess 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centres. • Demonstrate strong knowledge of MEP systems, resilience requirements and hyperscale data‑centre infrastructure. • Exhibit expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Have proven procurement and commercial contract management skills. • Hold RICS accreditation or be progressing toward certification (advantageous). • Possess excellent communication, negotiation and stakeholder management abilities. • Show strong analytical and problem‑solving skills with high attention to detail. • Be proficient with industry‑standard cost management tools and software.
