About the Role
In this position you will develop detailed cost plans, produce monthly cost reports, coordinate cost data from designers, contractors and vendors, and lead procurement strategy and contract negotiations. You will manage change orders, conduct risk analysis, implement cost control systems such as Earned Value Management, and integrate cost with schedule and scope. Additionally, you will drive value‑engineering initiatives, monitor market trends, act as the primary client interface, and mentor junior team members while ensuring financial performance and compliance with internal governance. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases • Produce and present monthly cost reports and executive summaries to stakeholders • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation • Lead procurement strategy, review pricing and negotiate fair contract terms • Manage change control, estimating, negotiating and reconciling change orders • Conduct cost risk analysis, scenario planning and contingency management • Implement robust cost control systems, including Earned Value Management where applicable • Integrate cost data with schedule and scope in collaboration with project controls • Drive value‑engineering initiatives and cost‑optimization strategies • Monitor market trends such as escalation, labor availability and material pricing • Serve as primary client interface to ensure objectives and service excellence • Mentor and coach junior team members to foster a high‑performance culture • Track financial performance, margins and forecast monthly fees and resources • Ensure compliance with internal Business Management Systems and SOX controls

What You Bring
Turner & Townsend is looking for an experienced Senior Cost Manager / Quantity Surveyor to join the team on a large‑scale, mission‑critical data‑center programme in Beaver County, PA. The role will lead cost planning and budgeting, oversee procurement and commercial negotiations, manage change control, and provide executive‑level cost reporting to ensure the project is delivered on time, within budget, and to the highest standards. Strong communication and client‑facing skills are essential. The ideal candidate holds a Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field, and brings 5‑7+ years of cost management experience on mission‑critical data‑center or similar high‑tech projects. Experience in construction consultancy, a solid understanding of MEP systems, and expertise in budgeting, financial reporting, procurement and EVM are required. RICS accreditation (or progress toward it), excellent communication, negotiation and analytical skills, and proficiency with industry‑standard cost tools are also valued. • Hold a Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field • Possess 5‑7+ years of cost management experience on mission‑critical data‑center or similar projects • Experience in construction consultancy and strong understanding of MEP systems preferred • Demonstrated expertise in budgeting, financial reporting and procurement strategies • RICS accreditation or progress toward certification is advantageous • Excellent communication, negotiation and stakeholder management skills
