About the Role

The cost‑management function provides services from inception to completion across multiple sectors, overseeing feasibility studies, procurement strategy, cost planning, contract administration, valuation, cost control, claim evaluation and final account negotiation. The role includes leading a team of Cost Consultants, delivering process improvements, mentoring staff, building internal and external relationships, influencing senior stakeholders and supporting the net‑zero carbon transition. • Conduct feasibility studies and advise on procurement strategies and contract selection. • Apply value management techniques early in projects. • Manage estimating and cost planning, own and present the final cost plan. • Contribute to all procurement stages: pre‑qualification, enquiry, analysis, selection and contract preparation. • Supervise preparation of contract documents, warranties, bonds and licenses and assist formal execution. • Advise on administration of building contract terms. • Measure work valuations and manage cost checking and valuation processes. • Provide cost control and reporting; produce monthly post‑contract cost reports for clients. • Identify costs associated with design changes, contract awards, construction activities and client charges. • Evaluate contractor and subcontractor claims for delay and additional costs. • Advise on issuing certificates of making good defects and final completion. • Oversee issuance of practical completion certificates and negotiate final accounts. • Lead a team of Cost Consultants, providing guidance, coaching and performance management. • Deliver system and process improvements, driving transformational change. • Mentor and train team members, sharing technical expertise. • Develop and maintain internal and external relationships; influence senior stakeholders. • Implement continuous improvement plans and identify business enhancements. • Support net‑zero carbon transition by managing associated emissions and reductions.

What You Bring

• Deep understanding of sustainability, social value and carbon reduction. • Expert knowledge of industry best practice and value engineering. • Strong knowledge of life‑cycle costing and contract law. • Degree in quantity surveying or cost management (or equivalent). • Professional membership such as MRICS/RICS (or equivalent). • Detailed knowledge of major construction contract forms. • Proficiency in sector‑specific technical qualifications/certifications. • Ability to advise on contract administration and management.
